This position is located at the VA Central Western Massachusetts (VACWM) located in Leeds MA which is a medical campus consisting of 110 acres. The incumbent is a Working Supervisor for the Grounds and Equipment department of the Facilities Management Service (FMS) under the direct supervision of the Maintenance & Operations Supervisor. This position serves as the technical and administrative supervisor for grounds, landscaping, and equipment operation and maintenance. As well as storm response.

Duties

This position is responsible for all roads, grounds, sidewalk and parking lot maintenance & repair along with grounds equipment operation, training, maintenance & repair. Operates and trains personnel on the safe & proper use of all medium to large mechanized equipment of a public works department performing roads & grounds functions. These types of equipment run from simple string trimmers & chain saws up thru commercial gull-wing mowers, fork trucks & aerial lifts to dump and plow trucks (including air brake systems), sanders, backhoes, skid steers, excavators, street sweepers and wheel loaders. The work is performed 50% indoors and 50% outdoors, sometimes in inclement weather or extreme heat/cold and/or rugged or messy (wet, muddy, steep) terrain. The work requires physical exertion such as bending, crouching, and stooping, stretching, reaching, lifting or other similar activities. Typical summer work includes: grounds maintenance, lawn mowing, trimming, fertilizing, watering, planting, grading, excavating, and backfilling. Cleaning rain gutters on buildings up to 3-stories using an aerial lift. Pothole & concrete sidewalk repairs as well as paint striping of cross walks, parking lots and fire lanes. Typical winter work includes: snow plowing & blowing, shoveling, fuel oil management, salt & sanding of roadways and sidewalks. The medical center is required to be open for patient care 24/7 despite inclement weather. The incumbent has full supervisory control and administrative responsibilities over department personnel in daily operations and storm related response. Responsible to develop budgets and long range plans for roads & grounds repair along with capital equipment repair & replacements, including market research, bid solicitation & review. The supervisor shall plan all department work, develop bill of materials, order fuel, salt and needed materials to ensure all work progresses as scheduled. The incumbent will be required to train, become certified and perform the duties of a Contracting Officers Representative (COR) for VA contracts for such things as fuel & road salt commodities. This position maintains a valid driver's license in any state in order to operate Government vehicles, plows and sanders. Has full supervisory control and administrative responsibilities over department personnel and all work operations, and is accountable to management for the quantity, quality and timeliness of the work done. Incumbent normally acts from both written & verbal instructions, standard procedures, established policies, work orders, blueprints and sketches with minimal to no supervision by management. Responsible for assuring the efficient and economical accomplishment of all work assignments by the subordinates within general work schedules set by higher levels of management. Physical Requirements/Working Conditions: This position requires moderate to heavy physical effort with reaching, bending, turning and moving hands, arms, feet and legs to operate different controls on various types of equipment. Work requires frequent bending stooping, kneeling, walking and exposure to constant vibrations and jolting caused by movement of equipment over uneven and rough terrain and running of other power tools. Position may require lifting and moving weight exceeding 50 pounds with or without assistance.
