This position is located in the Resource Management Service at the VA Southern Oregon Rehabilitation Center and Clinics, White City, OR. The incumbent works directly under the Associate Director. ***Recruitment/Relocation Incentive may be available to a highly qualified applicant.***

Duties

Major duties include but not limited to: Serves as the financial advisor to management officials at all levels of the organization who rely on sound and timely advice regarding financial impact of resource allocations of staffing and funding for program planning Participates actively in short and long-term planning on committees and task forces Provides advice and information pertinent to the discussion in formal and informal management discussions, briefings and meetings Responsible for accounting (planning and fiscal responsibilities), budgeting, managerial financial analyses and reporting, auditing, financial consultation and recommendations for Fee Programs, and active participation in overall Medical Center planning activities Serves as the facility Budget Officer with full responsibility for the technical processes of budget formulation, review, and execution Forecasts, cost and usage of programs, identifying and monitoring trends, analyses, studies and reports Develops budget instructions, local policies, and procedures within the framework of mandatory requirements of the VISN and VA Central Office Reviews program requirements with operating officials and based on these discussions, consolidates the requests with recommendations to management and the Resources Committee on the amounts to be allocated Monitors the financial aspects of the CARE IN THE COMMUNITY (CITC) Program; works closely with Business Office to perform monthly analysis to ensure the CITC Program remains within Budget Responsible for the accounting records and coordination with Centralized Accounting Office (CAO) for the automated accounting program Plans, adapts and revise accounting systems; analyzes and evaluates current and past performance; interprets effect of transactions; and applies accounting concepts to meet the needs of management Establishes and conducts routine audits to measure regulatory compliance and the effectiveness of station financial policies and procedures Responsible for the performance of risk assessments and internal control reviews of station programs and activities according to the station's annual plan and those mandated in the Federal Manager's Financial Integrity Act and the Anti-Deficiency Act Maintains and develops a responsible system of reporting general management and financial data Prepares reviews and evaluates financial analyses, reports and summaries to keep management advised of the current financial condition of the Medical Center Supervises a staff of approximately 10 employees as follows and serves as preceptor for National TCF financial interns when funded Determines duties and responsibilities of assigned staff, makes work assignments, establishes performance requirements and ensures evaluations of employees in accordance with written performance plans and takes actions to discipline or award appropriate performance of employees in the service. Incumbent functions as the primary liaison with the VISN Chief Financial Officer, and is responsible for accomplishment of all financial performance measures Develops performance standards, writes position descriptions, evaluates work performance, counsels employees whose performance is marginal or unsatisfactory, initiates disciplinary actions when necessary Hears and resolves complaints from employees Oversees the education and orientation for all employees in the Resource Management Service Sets short and long-term requirements that are based upon regulations and code requirements Instructs employees on work and administrative matters Work Schedule: Monday - Friday, 8:00 am to 4:30 pm Telework: Not available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 04/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs accounting (planning and fiscal responsibilities), budgeting, managerial financial analyses and reporting, auditing, financial consultation and recommendations for Fee Programs, and active participation in overall planning activities; Serves as a financial advisor to management officials at all levels of the organization who rely on sound and timely advice regarding financial impact of resource allocations of staffing and funding for program planning; Serves as the facility Budget Officer with full responsibility for the technical processes of budget formulation, review, and execution. This includes forecasting, cost, and usage of programs, identifying and monitoring trends, analyses, studies and reports. Familiar with Centralized Accounting Office (CAO) for the automated accounting program. Assures that transactions are in compliance with VA directives and regulations, that fiscal transactions are compatible with requirements of the Office of Management and Budget, General Accounting Office, and Department of the Treasury. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
