The following are the duties of this position at the full working level.
Prepares action plans and schedules for various phases of project accomplishment, both short andlong-range; ensure that plans are consistent with Service goals, schedules and policies.
After discussion with his/her manager, prepares recommendation for resource requirements to accomplish the project; negotiate with managers of various components to obtain needed resources and support.
Establishes a system to review, control and report on project status.
Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, direct the development and accomplishment of employee training relating to the project.
Monitors project status and adjust work plans for project accomplishment.
Conducts in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them.
Manages project resources to meet goals and objectives. As needed, recommend adjustment of resources.
After consultation with the manager, prepares directives, issuances, memoranda, policy statements, and other written guidelines and recommendations relating to the project.
Conducts briefings and prepares comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations.
Resolves any relationship problems or conflicts that impede progress; ensure that all involved parties work effectively toward timely completion of the project.
Performs other duties as assigned.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-11). Specialized experience for this position includes: Experience utilizing evaluative and analytical methods and techniques to identify and measure accomplishments and progress, revise methods, and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; budgeting methods and techniques to prepare analyses and estimates. Experience with oral and written communication techniques to present findings and negotiate solutions.
