This position is located within VISN 2 Network Fiscal service for the Albany, NY VAMC. The Supervisory Accountant provides direction for the day-to-day functions within Albany for the Concur Travel program, Accounting, Agent Cashier, and Payroll. Performs financial audits by examining accounts and financial records for certifying or attesting that the financial statements fairly represent the financial position of the organization. Supports the direct mission or objectives of the facility.
Duties

Major duties include but are not limited to:
Non-Supervisory
Validates data entered into multiple accounting systems for VISN 2 including Fed-Traveler, the Financial Management System (FMS), VISTA, the Agent Cashier Account (includes five individual Medical Center accounts), and the Government Travel Card Centrally Billed Accounts (CBA).
Reconciles assigned accounts monthly for both the Network and local Medical Centers (Travel, GPF, Agent Cashier, etc.) and prepares consolidated balance sheets.
Performs audits of assigned accounting systems to ensure proper accounting procedures and guidelines are followed, analyze processes, procedures, and guidelines, and modify existing process or develop new procedures and SOPs as needed to resolve identified accounting problems and/or facilitate improved accounting practices for use at the VISN and Medical Centers.
Responsible for the monthly reconciliation of subsidiary record balances with the applicable General Ledger Balances for the organization.
Supplies financial statements regarding Travel to operating program officials for informational and planning purposes.
Evaluates accounting systems and their involvement with the Travel systems to determine the need for revisions or new systems.
Independently reviews funding and spending data to develop cost information reflecting program trends.
Analyzes and verifies financial statements and reports prepared in the Accounting Section prior to their release to Central Office or local management to ensure their accuracy and validity and to see that such reports are prepared and released no later than applicable due dates.
Responsible for the training of Accounting Technicians and Student Trainees assigned to the Accounting Section and/or Travel Program.
Supervisory Responsibilities
Advises staff on and/or performs professional financial accounting, agent cashier and Albany payroll duties.
Prepares instructions and guidance for staff in the implementation and operation of accounting procedures/programs.
Provides analysis and advice on financial matters to program officials, managers, and resource administrators.
Plans and conducts studies to determine the requirement for updated financial information.
Monitors staff coding in the VISTA PAID system and facilitates processing within DFAS guidelines.
Supervises a group of employees performing work from the GS-5 to the GS-7 level in the areas of financial accounting, Agent Cashier and payroll duties.
Performs the administrative and personnel management functions relative to staff supervised.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Provides advice and counsel to workers related to work and administrative matters.
Work Schedule: Monday - Friday, 8:00AM - 4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time -in-grade eligibility must be submitted with your applications materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEO) appointment.
Basic Requirements:
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Professional knowledge of accounting theories, practices, methods, and techniques, auditing, and knowledge of organizational practices, policies, and programs to independently plan and perform all assignments including investigations of improper activities, accounting audits of all accounting systems and reconciliation for VISN level accounts that may, or may not, be broken down to the Medical Center individual accounts. Knowledge of governmental accounting operations and requirements to independently perform a variety of assignments. Develops and maintains processes for accounting processes including Agent Cashier, processing of payments and accounting consolidation. Ability to analyze accounting systems or to modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems. Knowledge to advise higher level managers on new fiscal and/or accounting requirements, mandated policies, the interpretation of statistical reports, and makes recommendations on accounting issues. Ability to interact with other employees to implement revised policies and procedures, to discuss changes relating to the automated accounting system, and/or to coordinate necessary training in connection with revised operations or system changes. Ability to write letters, memoranda, and operating procedures, directives, and/or guides to convey information relating to the accounting process.

Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

Applicants may also combine education and experience to qualify at the GS-11 level.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11.
