This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located in the U.S. Army Corps of Engineers, Omaha District, Oahe Project, Pierre, SD. The Oahe Project is a multi-purpose project providing flood control, recreation, hydropower, water supply, irrigation and wildlife and fisheries benefits to the nation.
Duties
Installs, modifies, tests, troubleshoots, repairs and maintains a wide variety of electrical and electronic equipment common to hydroelectric power plants, switchyards and associated water control structures.
Incumbent will be repairing and maintaining the following equipment:
High voltage switchyard equipment such as breakers, transformers, manually and motor operated disconnect switches, lightning arresters, instrument transformers and potential devices and cable systems.
Protective relaying systems for high voltage transmission lines, feeder circuits, generators, transformers, switchyard busses, and cable systems.
Hardwired and digital computer based automatic supervisory control, data acquisition and alarm and event recording systems, including automatic generation, voltage control, telemetering, and communication systems.
Instrumentation systems such as indicating meters and recording systems for temperature, liquid levels, and flows, gate positions, watts, vars, voltage, amperes, frequency and pressures.
High/Low and medium voltage switchgear, and power distribution centers and cable systems including project utilities such as power distribution lines, feeders and transformers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Required to pass a pre-employment physical and annual physical examination to ensure required level of physical health and ability or fitness to perform the duties of the position.
- Must have or be able to obtain and maintain a valid state driver's license.
- This is a random drug and alcohol testing position under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
- Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.
- Incumbent may be required to obtain and maintain a valid Commercial Driver’s License (CDL) depending on weight of vehicles operated and assigned location.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Power Plant Electrician Trainee III/IV without more than normal supervision.
Trainee III: I have the ability to perform common electrical maintenance, repairs, testing, and troubleshooting encountered at an industrial facility. I have performed maintenance and repair on a variety of electrical systems including AC & DC circuitry, electric motors, VFD?s, transformers, breakers, and other electrical components. I work on my own initiative under general supervision subject to occasional inspection.
Trainee IV: I have the ability to perform some electrical maintenance, repairs, testing, and troubleshooting encountered at a power plant and switchyard. I have performed maintenance and repairs on powerhouse unit generators, AC & DC circuitry, electric motors, VFD?s, relays, switching orders, switchyard transformers & breakers, and other electrical components. I work on my own initiative under general supervision subject to occasional inspection.
Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Efforts: Work requires being on your feet most of the time with considerable walking and climbing stairs and ladders. Must be able to distinguish the colors red and green and have good vision and hearing. Manual operation of valves, switches and hatches and some lifting of supplies require adequate upper body strength.
Working Conditions: Much of the work is performed inside the power-plant. Constant noise and vibration of generating equipment is distracting occasionally exposed to lethal voltage. Ex-posed to injury from falls when working on slippery floors and walks, and when climbing stairs and ladders. For short periods of time is exposed to severe outdoor temperatures (hot and cold) in switchyards and substations. Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory. Required lifting of up to and over 50 pounds, and up to 75 pounds of pulling or turning force.
