This position provides ongoing high level administrative support to the Ambulatory Care and Medicine sections by performing analytical and evaluative processes required by the DCHP and VISTA programs thereby assisting these services in meeting the VA, VHA, VISN 12 and other medical center goals and objective related to nationally established performance measures.
Duties
Provides high level administrative support to the Ambulatory Care and Medicine Sections by performing analytical and evaluative processes required by the DHCP and VISTA programs related to nationally established performance measures.
Provides technical expertise to employees in the Outpatient sections of Ambulatory Care and Medicine Service and other personnel who may need assistance with the multitude of programs under this section.
Serves as an educator for Ambulatory Care and Medicine for various Ambulatory Care and Medicine technical platforms(Scheduling, PCE, Etc.) Identifies training needs and develops training and reference materials.
Ensures compliance with applicable directives. Arranges and coordinates additional educational opportunities when the need is identified.
Works with designated Ambulatory Care staff to aggregate and analyze miscellaneous reports related to hospital performance measures, identifies discrepancies and provides necessary information and feedback to appropriate personnel.
Serves as SME for AC/DHCP computer software applications to include ADT, scheduling, OERR, PCE,EARR and many others. Analyzes and interprets data to ensure accurate data entry.
Meets the needs of customers while supporting VA missions. Consistently communicates and treats internal and external customers in a courteous, tactful and respectful manner. Provides the customer with consistent information according to established policies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of all outpatient follow up programs, Outpatient priority system for treatment and reimbursable insurance, third party liability and workers' compensation billing programs. Knowledge of VA regulations used to determine eligibility for treatment and requirements of the Outpatient Program, such as entitlement for continuation on the Outpatient Program, entitlement to medication, etc. Knowledge of the internal organization and content of a patient's medical record in order to search record and extract a variety of medical information and data relevant to the planning of patient treatment, determination of eligibility for services and scheduling of patient appointments. Knowledge of medical terms and their usage. Thorough knowledge of AC/DCHP computer software applications, to include ADT module, Scheduling, Order Entry Results Reporting (OERR), Patient Care Encounter (PCE), Encounter Action Required Report (EARR) and many others. Must have the ability to analyze, interpret, input, verify and correct data in DHCP and to generate DHCP outputs and relevant reports.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree. - OR- 2 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Program Specialist.

Physical Requirements: The work is performed in an office setting. Incumbent must observe normal safety precautions while working.
