Duties

- Plans and implements and enhanced leisure and social recreation program. - Conducts ongoing formal and informal youth needs assessments to plan for future needs. - Cultivates a cooperative relationship between the civilian and military community. - Develops program plans and annual operating budget for assigned program areas consistent with guidelines received. - Provides direct assistance to the youth center director in overall administration of the youth center staff and programs.

  • Requires an installation records check, state criminal history records check, and national agency check.
  • This position has been identified as having "regular contact with children". IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094.
  • A FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
  • Position requires the ability to obtain a food handlers certification.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs; planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels; instructing in the principles and techniques of recreational program planning and management; or serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations. OR EDUCATION: Successful completion of one full academic year of graduate-level education OR a bachelor's degree claiming Superior Academic Achievement. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge to plan, coordinate, and administer an enhanced program in the youth specialty area. 2. Skill in developing a program which covers physical, emotional, social, and educational benefits to the youths. 3. Ability to communicate effectively both orally and in writing. Ability to provide customer service to both adults and children. 4. Knowledge of budget and finance management techniques in order to prepare input and justification for funding program resources. 5. Program planning and leadership skills to devise and implement a leisure and social recreation program that will stimulate and sustain the interests of participants that they may benefit from the physical, psychological, and social values to be derived from recreational activities. 6. Skill in effectively organizing and utilizing all available community resources within the program framework to augment the program and meet program objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
