This position is located in the Small Business Administration, Office of Field Operations - Region I in Concord, NH. The Outreach and Marketing Specialist serves as a member of the District Office Team in a defined capacity and works with assigned groups, organizations, associations, coalitions, and partners who may benefit from the use of SBA programs and services.

The Outreach and Marketing Specialist is responsible for;
Building and maintaining a local network of collaborative partnerships: economic development practitioners in Federal, state, regional and local government, chambers of commerce, business and trade associations, financial institutions, educational institutions and civic/community organizations.
Representing the SBA at a variety of public functions through outreach/presentations/trainings in order to educate the small business, lender and contracting community about SBA programs and services, and other small business-relevant topics.
Advising and training on SBA programs.
Assisting in conducting program evaluations, as well as monitoring awardee performance, ensuring that grantees comply with terms and conditions of award.
Performing other duties as assigned.
Administrative Officer (AO) - Maintaining District office expenditures using SBA financial management systems required by agency procedures, completing form SF-52 personnel actions, maintains confidentiality in all human relations matters, coordination of the Federal ID process, conducting New Employee Orientation and out processing, oversight of property and facility management to include office moves, and submits T&A. If the employee is assigned to AO duties, they are excluded from the bargaining unit.
The GS09 position is a development position. The position requires close supervision on new tasks and assignments, while carrying out non-complex recurring assignments independently.
Requirements

- Valid Driver's license is required.
Qualifications
GS-09: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector that includes:
Marketing through outreach, training and education to various organizations; and
Participating in outreach, training, presentations and education on a variety of business management and financial management topics; and
Providing support to senior staff to maintain alliances and partnerships with a variety of partners. These qualifications must be clearly referenced in your resume.
GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector that includes:
assisting in the development of marketing strategies for programs and services for growth and development of a customer base; and
delivering outreach, training, presentations and education on a variety of business management, financial management or lending topics related to small business; and
managing collaborative alliances and partnerships with a variety of business development partners. These qualifications must be clearly referenced in your resume.

Education may be substituted for experience for this position.

GS-09: Successful completion of a Master's or equivalent degree related to the position to be filled (e.g. business, finance, accounting),
or 2 years of progressively higher graduate level education leading to such a degree or LL.B or J.D., if related.
GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M in an accredited college or university related to the position to be filled (i.e. business, finance, accounting).
Combination of Experience and Education:
GS-09: Combination of education and experience as specified above. For example, an applicant who has 1.0 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
GS-11: Combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
