THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) (TITLE 5), T5914000 and is part of the Oregon National Guard 173rd Fighter Wing, National Guard.

Duties

As a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) (TITLE 5), GS-2152-13, the primary purpose of this position is: manage and direct Air Traffic Control (ATC) tower and radar approach control (RAPCON) functions. The scope of which includes all manpower, organizations, management, and training activities; provides oversight for the appropriation and use of resources, financial issues, and equipment for ATC operations. 1. Plans and directs, on a multi-year basis, tasks to be performed by ATC personnel. Determines priorities, assigns tasks, and delegates responsibilities to the shift supervisors. Provides direction and makes decisions regarding problems. Interprets higher headquarters and Federal Aviation Administration (FAA) policy statements and provides specific guidance for ATC personnel. Determines effect and makes recommendations on such issues as policy statements or proposed rules changes presented by higher headquarters or FAA. Services as expert counsel on trends, planning and developments in the National Airspace System (NAS) to ensure operational preparedness. Ensures integrity of classified programs and operations. Incumbent is the immediate (first-level) supervisor of air traffic controllers who are actively engaged in the separation and control of air traffic. 2. Develops and negotiates written agreements and other matters pertaining to facility operation with management members of FAA facilities, the local airport, and military units. Formulates noise abatement procedures and serves as community focal point concerning noise abatement proposals and procedures. Analyzes and verifies data supporting Airbase Installation Compatibility Use Zone (AICUZ) program requirements and services as operational coordinator regarding AICUZ issues to Environmental Engineering. 3. Ensures ATC services and ATC equipment are provided at optimum operational levels. Constructs and implements facility shift schedules. Establishes facility operational and administrative procedures and develops evaluation criteria. Maintains technical and administrative skills relevant to ATC to ensure effective and efficient operation of facilities in accordance with FAA, US Air Force (USAF), Air National Guard (ANG), and Department of Defense (DoD) regulations and directives. 4. Evaluates unusual requirements, formulates solutions, and directs development of instruments approach or departure procedures to accommodate local needs. Ensures Terminal Instrument Procedures (TERPS) are reviewed, directs obstacle evaluations regarding proposed construction, and makes recommendations to the FAA. 5. Ensures optimum staffing levels by anticipating increases in operational demands. Determines staffing requirements, temporary or otherwise, and directs acquisition measures. Appraises and selects candidates for employment. Renders advice, counsel, and instruction to employees. Evaluates job performances, writes appraisals, and directs remedial measures to correct discrepancies. 6. Originates and implements facility training agenda, specifies evaluation standards, and ensures compliance with USAF/ANG regulations. Determines standards and evaluation criterion regarding individual employee performance. 7. Manages and directs facility budget preparation and submits budget to ANG/host base support function. Plans and programs ATC and ATCALS requirements and manages acquisition of equipment or upgrades to ATC facilities. Provides insight concerning revisions of USAF/ANG fiscal policy or acquisition procedures. Ensures facility participation on base ATCALS committee. 8. Conducts and directs aircraft accident reporting or ATC incident inquires. Ensures accurate and timely reports to agencies or departments having oversight responsibility. Implements and ensures compliance with operational and occupational safety programs. At the direction of the host commander incumbent chairs base Air Traffic Control and Landing Systems Boars. 9. Serves as focal point for the use of the squadron's mobile tower and/or MPN-14k radar equipment to provide required ATC service. Initiates and composes operating agreements which will facilitate the use of the tactical equipment and ensures the operation will be in accordance with current USAF/ANG/DoD rules, regulations, and policy. 10. Coordinates with the FAA Airways Facility Sector Manager to ensure proper operation and continuity of service of FAA owned equipment at the facility. This function is responsible for maintenance of all electronic, electro-mechanical, mechanical, communication, weather, and radar equipment assigned these facilities.   • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 days per year unless approved in advance by the TAG.

AREAS OF CONSIDERATION: Area 1: All on board permanent and indefinite T5 federal employees within the Oregon National Guard Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214) Area 5: U.S. citizens GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS: Experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. For Terminal Positions: Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialization also requires: Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; Skill to coordinate plans and actions with pilots and other controllers; and Judgment to select and take the safest and most effective course of action from among several available choices. Additional Requirements: Maximum Entry Age Under the provisions of 5 U.S.C. 3307, a maximum entry age has been established for Terminal and Center positions. Personal Qualities In addition to meeting all other requirements, applicants must demonstrate possession of the traits and characteristics important in air traffic control work. Applicants who qualify in the written test and/or meet the experience and training requirements will be required to appear for a pre-employment interview to determine whether they possess the personal characteristics necessary for performance of air traffic control work. Additional Screening Requirements Applicants who have passed the written test (and the interview, if required) may be required to pass additional air traffic control aptitude screening for positions in the Department of Transportation, Federal Aviation Administration. Persons who do not pass the aptitude evaluation testing requirements will not be appointed to these positions. Training Requirements At all trainee and developmental levels, employees must learn the skills needed for operation at higher levels of responsibility. Failure of employees to meet training requirements for or accept promotion to higher grade air traffic control specialist positions may constitute grounds for reassignment, demotion, or separation from employment. Certificate And Rating Requirements Air traffic control specialists in all specializations must possess or obtain, within uniformly applicable time limits, the facility ratings required for full performance at the facility where the position is located. Applicants must possess or obtain a valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate, if appropriate. These certificates require demonstrating knowledge of basic meteorology, basic air navigation, standard air traffic control and communications procedures, the types and uses of air navigation aids, and regulations governing air traffic. Facility ratings require demonstration of a knowledge of the kind and location of radio aids to air navigation, the terrain, the landmarks, the communications systems and circuits, and the procedures peculiar to the area covered by the facility. Medical Requirements In general, air traffic control specialist applicants and employees must have the capacity to perform the essential functions of these positions without risk to themselves or others. The provision of sufficient information about physical capacity for employment requires that before appointment applicants undergo appropriate pre-employment physical/medical evaluations.
