The Dayton, Ohio Veterans Affairs Medical Center is recruiting for a well-qualified Logistics Management Specialist. This Logistics Management Specialist position is located within Supply Chain Management at the Dayton VA Medical Center, Dayton Ohio. This position is to direct, develop and implement policy programs and procedures for Supply Chain Management (SCM) planning.

Duties

The Logistics Management Specialist duties include, but are not limited to: Integration Resolving or contributing to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities. Establishing procedures for the integrated efforts of SCM operations with services throughout the VAMC and supported activities for mission essential deployment of SCM EMRT planning. Ensuring that all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises. Performing logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems. Troubleshooting and resolving issues where supply chain deficiencies affect the mission. Developing designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions. Analytics Analyzing the effectiveness of logistics and vendor support services. Developing ongoing strategic analyses across supply chain activities and recommends solutions for improvements. Researching and studying private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements. Supporting long range supply chain requirements and interactions, optimizing supply chain support. Training and Customer Service Developing logistics and supply chain management training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers. Participating in the development of education and training documentation. Communicating with customers and personnel on the role logistics plays in maintaining comprehensive logistics support, operational readiness and sustainability. Performs other related duties as assigned. Work Schedule: Monday- Friday 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a team lead or senior specialist in supply chain management, assisting with the direction and control of logistics planning; analyze product delivery or supply chain processes to identify or recommend changes; performing data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge and experience of logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations. You will be rated on the following Competencies for this position: Problem Solving Production and Processing Attention to Detail Communication Administration and Management Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Requires some physical effort such as standing, sitting, walking, or bending. There are no special physical demands. The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate.
