About the Position: Serves as a technical expert Safety and Occupational Health Specialist for Military Surface Deployment and Distribution Command in Beaumont, Texas.
Duties
Develops and reviews occupational and safety criteria, guidelines and standards for the activity.
Reviews and analyzes accident and incident reports, standing operating procedures (SOPS), organizational and program documents and all other information and regulations available to detect problem areas and to determine compliance or non-compliance.
Conducts special studies and investigation of hazardous situations or operational problems.
Conducts studies and develops solutions in complex troublesome areas of occupational safety for which standard or criteria have not been developed.
Monitors the safety program to determine compliance with the policies and regulations and the need for corrective actions or areas where improvements can b be made.
Performs on-site staff assistance visits, accident investigations, safety program evaluations, and special surveys.
Requirements
- This position requires the incumbent be able to obtain and maintain a Secret security clearance.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the employee to use personal protective equipment provided by the employer.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and/or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) managing safety or occupational health program elements; 2) developing and recommending safety and occupational health policy to higher levels of management to eliminate or control potential hazards; 3) inspecting or surveying workplaces, processes, products, or other systems for compliance. And/or 4) advising on technical matters dealing with occupational safety and health requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
