This position is located at the VA Ann Arbor Healthcare System, in Ann Arbor Michigan and involves the application of engineering and science theories, principles and practical concepts to understand and solve environmental problems as part of the Green Environmental Management System.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but may not be limited to: Supports the development of facility environmental policies, programs, and procedural documentation. Interacts with federal, state, and local environmental agencies with respect to facility environmental issues regarding compliance. Leads environmental audits and incident investigations, conducts root cause analysis, develops corrective actions, and tracks incidents to closure. Trains facility employees and lower grade environmental staff. Leads construction projects reviews to determine environmental impacts, confirm environmental compliance requirements, and assess environmental risk control needs. Participates in the national-level GEMS committees within VA. Chairs the local GEMS Committee. Serves as the Recycling Program Coordinator. Responsible for the implementation of ISO 14001. Work Schedule: Monday-Friday, 8:00am - 4:30pm Recruitment & Relocation Incentives: May be authorized for highly qualified candidates and will be discussed at time of interview.

QUALIFICATIONS NOTE: We will not make assumptions regarding experience. Your resume must clearly support the experience required to be creditable. Basic Requirement: Degree (bachelor's or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics (b) strength of materials (stress-strain relationships) (c) fluid mechanics, hydraulics (d) thermodynamics (e) electrical fields & circuits (f) nature and properties of materials (relating particle and aggregate structure to properties) and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Education will not be credited without documentation. OR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Appropriate documentation must be provided at the time of application. This will not be credited without documentation. ~OR~ Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. This will not be credited without documentation. ~OR~ Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above in question number one (1). Copies of pertinent transcripts (unofficial or official) must be submitted with your application. Education will not be credited without documentation. ~OR~ Related Curriculum - Successful completion of curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Education will not be credited without documentation. ~AND~ In addition to meeting the Basic Requirement, you must also meet the following additional experience requirement at the GS-12 level. SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Environmental Engineer, and that is typically in or related to the work of the position to be filled. The professional engineering experience required is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Such engineering experience would have provided a working knowledge of engineering, construction, cost estimating, and project management on highly complex projects. Specialized experience at this level includes.: managing, supervising, leading, and/or performing professional engineering and scientific work involving environmental programs and projects in the areas of environmental planning, environmental compliance, identification and cleanup of contamination; restoring and sustaining environmental conservation and administering a Green Environmental Management System (GEMS)/ISO 14001 program. You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationComplianceEnvironmental EngineeringPlanning and EvaluatingTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Some work may require periods of walking, standing, bending, climbing, or driving. Employees may carry light items such as books, instruments, and other similar materials. The work does not require any special physical effort. The work is usually performed in an office setting. The work area normally involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms. The work will involve occasional exposure to conditions in production facilities, hazardous waste rooms, laboratories, or construction sites requiring normal safety precautions.
