You will serve as a PROGRAM ANALYST in the ASSITANT REGIONAL ENGINEER OFFICE of COMMANDER, NAVY REGION NORTHWEST.

Duties

You will advise program managers how to correct negative trends in program operations (e.g., performance, production, quality, resource allocation). You will analyze financial or budget information to determine program effectiveness. You will perform studies to develop process improvement recommendations for organizational programs. You will report trends in program operations (e.g., performance, production, quality, resource allocation).

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work requires the employee to drive a vehicle. Selectee must obtain and maintain a current valid United States driver’s license.
  • Work requires overnight travel away from the normal duty station. Travel includes other Travel by military and commercial aircraft may be requires.
  • Employee must be able to obtain and maintain a Government issued Travel Card for official Government travel or be willing and able to use own personal card and follow procedures for reimbursement for approved travel.
  • The employee may be required to work overtime. May be required to work overtime on an emergency basis. May be recalled to work during absence.
  • The employee must maintain continuous eligibility for unescorted access to restricted/controlled areas including, but not limited to, ordinance, airfield, and ship berthing areas.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing long-range management of regional facilities and installation capital improvement planning; 2) Developing and/or defending Integrated Priority Lists (IPLs) for facilities investments and facilities services; 3) Managing and/or coordinating the development, presentation, justification, and expenditure tracking of budgeting for Special interest Codes (SICs); 4) Ensuring funding is adequate, data calls are answered, and/or budgets are submitted in time for facilities support; 5) Coordinating with Financial Management staff to track execution of Special Interest Code (SIC) funded requirements; 6) Providing support requests for additional mid-year supplemental or reprogramming of funds to support emergent region and installation priorities; 7) Using automated Financial Information Systems (FIS) to develop statistical data for reports and/or to indicate trends and problem areas.
