About the Position: Position(s) will be filled under the Department of the Army Pathways Recent Graduates Program. Click here for more information on Pathways program participation. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).

Duties

Implements the enforcement of project laws, rules, and regulations; develop short-range plans for operations; and develop guidelines and standard operating procedures in resource management activities. Participates in the day-to-day operation of public use areas to ensure compliance with rules and regulations and ensure public safety. Advises visitors concerning safety and proper use of facilities in accordance with established policies and regulations. Monitors visitation recording equipment and troubleshoots equipment making field repairs when necessary. Conducts use surveys, compiles data and presents final data to supervisor with recommendations for improving customer care through changes in facilities or operational procedures. Patrols the project area to ensure compliance with the terms of licenses or permits and to monitor and maintain project boundary lines. Performs safety inspections, noting discrepancies and taking appropriate action to resolve problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent may be required to work weekends, evenings, and holidays. During emergencies, the incumbent may on occasion be on a 24-hour on-call schedule.
  • Incumbent will be required to wear a Corps of Engineers Park Ranger uniform prescribed by ER/EP 1130-2-550.
  • Incumbent must possess a valid state driver's license.
  • Exposure to stinging insects (possible reaction – anaphylactic shock) and poisonous plants may be encountered.
  • Incumbent must obtain and maintain Cardiopulmonary Resuscitation (CPR) and First Aid Certification.
  • Incumbent is required to obtain and maintain a USACE Motorboat Operator License within 1 year.
  • A pre-employment physical is required upon entrance into the position.
  • The position requires travel up to 10% of the time.
  • The incumbent is required to obtain and maintain Visitor Assistance Responsibility with Citation Authority to Enforce 36 CFR Chapter III, Part 327 (Title 36).
  • Position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, incumber is required to report to work or remain at work as scheduled to support mission operations.

Qualifications

Who May Apply: Positions are open to: Recent graduates who have completed, within the previous two years, a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study. Current students who will graduate no later than 9 months from the closing of this announcement. All eligibility and qualification requirements for the position being filled must be met prior to the entrance on duty date. Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion. Applicants will be selected at the GS-05. The target grade of this position is GS-09. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years). To be eligible for conversion to a permanent or term position, Recent Graduates must: Be a U.S. Citizen Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement. Demonstrate successful job performance. Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Providing orientations for project programs and services; 2) Monitoring visitor activity and enforcing public safety; and 3) Coordinating recreational services with community organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four-year course of study leading to a bachelor's degree with twenty-four semester hours of related course work in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 120. Add the two percentages. ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the Administrative Careers With America (ACWA) examining program. You must meet the qualification requirements for the position and take pass the ACWA assessment. The ACWA Program for entry-level hiring is at the GS-05 or GS-07 grade levels. This is a developmental position with non-competitive promotion potential to the GS-09. You will serve in an entry level, developmental capacity to acquire the necessary knowledge, skills, and abilities. You will have non-competitive promotion potential to the GS-09 when all work can be performed at that level and all other requirements are met.
