You will serve as a Facility Manager (FM) and Test Director in the Submarine Extremely High Frequency (EHF) Satellite Communications (SATCOM) Integration Facility (SESIF) (code 34) of NAVUNSEAWARCENDIV NEWPORT RI.

Duties

You will serve as the Code 34 Facility Manager (FM) and Test Director for the Submarine Extremely High Frequency (EHF) Satellite Communications (SATCOM) Integration Facility (SESIF). You will lead, oversee and allocate tasks to staff such as government and contractor engineers, scientists, cyber specialists, technicians, configuration managers, logisticians, and trainers and are responsible for all aspects of SESIF operations. You will provide guidance and Subject Matter Expert (SME) advice to contracts generation/administration team on the assignment of tasks to the contractor and interpretation of the complex performance work statement. You will be part of the NUWC Cybersecurity Work Force (CWF) and they will require the ability to log into and maintain the computing and networking equipment hosted in the lab. You will plan complicated satellite /terminal operational tests, develop individual tasking for support personnel, lead groups of technical people to accomplish large test events. You will maintain concise communications with program offices, fleet commands, support and major defense contractors and coworkers. You will perform duties as a Contracting Officer's Representative (COR) as appointed and in accordance with NAVSEA's Contracting Officer's Representative Instruction. You will perform administrative duties for Records Management (RM) and Configuration Management (CM). You will upkeep SESIF related Standard Operating Procedures (SOPs). You will maintain Pre-Expended Bin inventory of consumable components, Continuity of Operations plans and procedures, historical records, training records, calibration of equipment, hazardous waste policies, cyber/IA stature, and safety policies. You will manage various interior and exterior spaces and the equipment and infrastructure supporting those spaces. You will generate, review, and oversee configuration documentation (e.g.; Comm Plans) for SATCOM equipment, including initial Fleet Concepts for implementation of Electronic Comm Plan distribution and utilization.

  • You will be expected to travel multiple times a year, typically for one week in duration, to attend programmatic, test, or mission planning events which tie directly to the work to be performed.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area System Administrator (451) level Advanced within 12 months of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning or leading Naval satellite/terminal development & operational test events for the identification and resolution of issues impacting implementation to increase the efficiency of telecommunication, specifically Satellite Communication (SATCOM) program operations.
