As a Senior Resource Analyst at Goddard Space Flight Center, Office of the Chief Financial Officer, you will provide a range of business support to a variety of efforts, including but not limited to Research and Analysis (R & A); Mission Operations and Data Analysis (MO & DA) for flight projects; instrument development programs, and contribute to the budget formulation and budget execution processes on the project team.

Duties

Performs budget execution/analysis, such as funds management; contract task and grant monitoring; trend analysis; workforce planning; contract analysis/reconciliation; service pool reconciliation and year-end closing. Formulates budget plans with technical requirements; forecast financial requirements; prepare budget change requests; convert budget requirements into phasing plans; develop/review cost estimates. Utilizes financial management systems to generate data and reports; analyzes data to identify issues and articulates data analysis to technical and programmatic management. Collaborates with individual scientists and various teams to improve internal processes and productivity, contributing to team efforts to strengthen business support to internal/external customers. Monitors, tracks, and reports on program obligations and costs, ensuring that funding data is entered into agency financial system correctly and conducts annual year-end closing activities and reconciliation with accounting records. Ensures accuracy and completeness of cost transactions, reconciles contracts, and implements cost roll-ups for service pool contracts. Performs extensive planning and requirement gathering for the Agency’s annual budget exercise; formulate outyear requirements for NASA missions. Requirements

  • You must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • If selected, you will be required to complete a financial disclosure statement.
  • If the individual selected is currently at the GS-13 grade level, they will be detailed at their current grade and step. If the individual is a current GS-12 they will be temporarily promoted to the GS-13 level.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level. Recording, maintaining, and allocating organization resources through budget planning, budget execution, or cost performance to assist with business requirements, programs, or projects. Analyzing financial data, compiling transactions, or reviewing related outputs to identify problems and prepare standard documentation such as financial spreadsheets, charts, and graphs. Formulating requirements for annual budget exercise to include workforce planning, forecasting, performing trend analysis, or compiling other resource requirements for NASA.
