Employee will serve as a Financial Technician aligned within Research and Development service at the Veterans Healthcare Administration located in Albuquerque, NM.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Duties will include but may not be limited to the following: Budget Execution: Serves as a micro-purchase card holder to place orders and procure supplied, goods, and services. Reviews and prepares purchase request submission documents using automated requisition systems. Receives, reviews, and verifies requisitions, purchase orders, credit care invoices, and related documents for the acquisition of supplies, services, and equipment. Reconciles discrepancies, reconstructs incomplete information, and adjusts dollar amounts and quantities as necessary. Makes entries into electronic automated and requisition systems. Maintains and updates both electronic and paper files. Monitors undelivered orders, notify contracting officer or financial managers of issues, discrepancies, and funding insufficiencies or excesses. Accounting Support and Report Preparation: Validates, monitors, controls, and maintains accounting transactions and accounting records, includes, obligations, accrued expenditures, disbursements, appropriation funds, reimbursable orders, and collections. Reconciles subsidiary ledgers to general ledgers; research discrepancies and make adjustments between ledgers. Enters data and extracts information and reports from multiple financial and accounting systems. Compiles data using spreadsheets or financial software; prepares a broad variety of financial spreadsheets, graphs, charts, and reports used by researchers, project managers, budget analysts, auditors, and other on the status of budgets. Assists in preparing the budgets or other major reports, with written explanations of data collection methods, discrepancies, or issues. Travel and Professional Development: Makes travel arrangements, creating detailed itineraries and negotiating with hotels, airlines, car rental agencies, etc. to obtain the best rates. Assists travelers with submitting travel vouchers for reimbursement. Assures compliance with travel policies and guidelines and staff funding travel considering factors such as urgent timeframes, space availability, and remoteness of origin or destination points. Obligates professional development and tuition reimbursement expenditures. Monitors travel, professional development, and tuition expenditures, reporting on performance to budget. Performs other duties as necessary. Work Schedule: Monday-Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. GS-6 SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience includes: reviewing and verifying requisitions, purchase orders, credit card invoices, and related documents for the acquisition of supplies, services, and equipment; preparing a variety of financial spreadsheets, graphs, charts, and reports on the status of budgets; and using multiple accounting and record-keeping systems and software programs to reconcile financial accounts and research discrepancies. You will be rated on the following Competencies as part of the assessment questionnaire for this position: AuditingCustomer Service (Clerical/Technical)Financial ManagementQuality Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS: The work is sedentary. Typically, the employee may sit comfortably to perform all portions of the work. However, there is periodic walking, standing, bending, carrying light items such as medical records, instructional materials, books, and manuals. No special physical demands are required.
