This is a shared position between Apostle Islands National Lakeshore and Voyageurs National Park and manages the administrative and business operations. Serves as the principal advisor and management consultation to the Superintendent and park management teams for administrative matters. The incumbent will be duty stationed at either Apostle Islands National Lakeshore in Bayfield, WI, or Voyageurs National Park in International Falls, MN. Duty station is negotiable after selection.

Duties

This position is the Lead for Business Services of the Northern Waters Shared Services Office (Administrative Officer) that supports both Voyageurs National Park (VOYA) and Apostle Islands National Lakeshore (APIS). The position is housed at either the APIS or VOYA headquarters offices and is negotiable after selection. The incumbent will serve on the leadership team of each of the park units. The leadership teams are comprised of the functional leads for Facilities, Law Enforcement, Resource Management, and Interpretation of each of the parks. The position supervises the administrative functions in the operation and protection of both VOYA and APIS. The incumbent supervises an administrative support team that assists both parks. First level supervision includes a GS-11 Information Technology Specialist, a GS-11 Budget Analyst, a GS-9 Admin Program Specialist, 2 GS-7 Admin Assistants, one GS-6 Admin Assistant, a term GS-7 IT Assistant, and one GS-9 Concessions Specialist. Second level supervisor includes one term GS-9 IRA Budget Analyst and one PFT GS-7 Budget Technician. The position works closely with the regional Servicing Human Resources Office and Major Acquisition Buying Office. As a member of the leadership team of both parks, the incumbent plans, analyzes, and monitors the formulation and development of complex and/or highly sensitive park-wide plans, programs, procedures, operating policies, and internal controls. These plans, policies, and programs are characterized by a complex web of laws, regulations, and policies that govern conservation and preservation of nationally significant natural, cultural, and historic resources and are impacted by frequent changes and unknown variables. The incumbent is expected to foster teamwork and good relationships between programs and among the administrative staff that supports both parks. The Administrative Officer works closely with other leadership team members of both parks from Facilities, Resource Management, Visitor Services, Law Enforcement, and Interpretation to complete short- and long-range planning and manage park operations.

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience with administrative programs including the oversight, management and direction of purchasing, payroll, travel, commercial services, and records management. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
