You will serve as a PROGRAM MANAGER (ECH III) in the PROGRAMS AND PROJECT MANAGEMENT DIVISION (PDCP), PROGRAM MANAGEMENT BRANCH (PDCP1) of NAVAL FACILITIES ENG COMMAND ATLANTIC.
Duties
You will provide life-cycle program management for assigned programs with a focus on aligning programs with the corresponding portfolio.
You will provide technical reports, briefings, and analysis for Echelon II/III or Senior/Flag level use.
You will utilize NAVFAC systems to leverage available data.
You will serve as expert consultant and program evaluator for Inspector-General (IG) investigations and other special reviews.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Current license as a Professional Engineer (PE) or Registered Architect (RA) by any State, the District of Columbia, Guam, or Puerto Rico. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Utilizing MILCON information technology programs such ieFACMAN Suite (eProjects, eContracts) as well as MS Project, EPG/PAX, and financial systems; 2.) Enforcing Congressional Laws (authorization and appropriation), Federal Acquisition Regulations (FAR) including Defense Acquisition Supplement (DFAS), fiscal rules, regulations and procedures set forth by higher authorities that relate to the MILCON program; 3.) Implementing contract administration, design oversight, and construction management in accordance with the rules and business processes; 4.) Coordinating contracting for government services including the contractor selection process; 5.) Executing the budgeting, planning, project management, and engineering/architectural techniques to review, assess and resolve design and construction issues.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
FOR THE 0808 ARCHITECTURE SERIES:
Succesful completion of a degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
or
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
