Duties
As a Supervisory Social and Behavioral Scientist Administrator (Scientific Review Officer), you will perform the following tasks:
Serve as a Supervisory Social and Behavioral Scientist Administrator (Scientific Review Officer) responsible for managing and coordinating all functional requirements of the organization.
Providing technical leadership and guidance in a major subject-matter area while coordinating the review activities of Grants Review Committee and Special Emphasis Panels.
Providing leadership and direction in the review of grants for programs of national and international scope and impact.
Developing policies and plans for strengthening agency and national programs of scientific and public urgency related to the review of various grant applications.
As a Supervisory Social and Behavioral Scientist Administrator (Program Officer), you will perform the following tasks:
Serve as a Supervisory Social and Behavioral Scientist Administrator (Program Officer) responsible for managing and coordinating all functional requirements of the organization.
Providing technical leadership and direction to research in broad and important subject matter area of national interest.
Directing a major program with the attendant policy-making and budgetary authorities, to include the allocation of scarce resources among major competitive programs or areas of study.
Formulating and presenting new basic, translational and/or clinical research concepts, projects and initiatives to appropriate advisory groups.
Formulating and developing Funding Opportunity Announcements to achieve objectives.
Requirements

Qualifications
BASIC REQUIREMENTS: Applicants must meet the requirements described in paragraphs A, B or C below:
A. possess a bachelor's or graduate/higher level degree in a major study in an academic field related to the behavioral sciences or social sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR
B. possess a combination of education and experience that provides the knowledge of one of more of the behavioral or social sciences equivalent to a major in the field OR
C. possess four (4) years of appropriate experience demonstrating the acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field AND
Grade Level Requirements GS-15: In addition to the education requirements, to qualify at the GS-15 level, you must have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector. This experience must meet either the Direct/Independent Research or the Research Administration/Extramural sections below. Part-time work will be prorated accordingly.
A. Direct/Independent Research Qualifying Experience - Applicants must meet all experience requirements in this section:
responsible for managing large and diverse health-related research programs having national or international collaborations, scope, and impact;
responsible for the development of plans to resolve major organizational and operational problems, and the allocation of funds among competing programs;
recognized as a distinguished scientist with major research experience and accomplishments, including membership in prestigious national professional organizations or societies;
serve as an organization's representative on permanent and ad-hoc committees established to evaluate research issues; and
publish extensively in leading scientific journals.
Typical qualifying positions include Professor and/or Department Chair, Laboratory Chief, Director of Research or equivalent. OR
B. Research Administration/Extramural Qualifying Experience - Applicants must meet at least three (3) experience requirements in this section:
establish criteria and standards for others to follow in planning and evaluating research projects;
evaluate the significance of emerging fields, trends and the quality of research within the field in meeting an organization's mission and objectives related to program planning or review administration;
initiate action among a variety of governmental or nongovernmental interests to bring research and research administration deficiencies, inadequacies, and new developments into sharper focus to redirect research programs and/or review efforts;
manage a unit focused on scientific programs or scientific review to include leading or supervising staff.
