This position resides in the Identities, Targeting, and Exploitation Center (ITE), Deputy Under Secretary for Collections (DUS/C), Office of Intelligence and Analysis (l&A), Department of Homeland Security (DHS).
Duties
Incumbent serves as the Deputy Director providing significant oversight and managing the day-to-day operations of the organization under the Director's delegated authority. The Mission Center is comprised of three specialized branches in multiple locations within the Washington, DC region. Incumbent oversees all intelligence and digital forensics activities which require an understanding of functions including, but not limited to, targeting analysis, watchlisting, collections, digital forensics, and document and media exploitation.
MAJOR DUTIES
Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, and/or 24/7 shift schedules, and/or on-call and standby duty status.
- Work may require relocation to an alternate work site for various lengths of time to meet operational requirements.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Qualifications
Specialized Experience:
To qualify for the GS-15 position, you must possess at least one year of specialized experience, equivalent to the GS-14 level that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.
This experience is defined as:
Extensive knowledge in directing mission-essential programs to include short- and long-range programs addressing a broad range of DHS needs and interests.
Extensive background in planning and setting subordinate work and evaluating work performed using equitable performance and rating techniques.
Extensive knowledge of the various DHS components, their mission and role within the Department.
General knowledge in the digital forensic examination of media and subsequent analysis, digital media exploitation, identity analysis, and counterintelligence.
Extensive knowledge in policy and procedures for the collection, production, and dissemination of intelligence products.
General knowledge of DHS Intelligence and Analysis (I&A) administrative policies, rules, and regulations.
General knowledge of the Identities, Targeting, and Exploitation Center's role in the Department's Counterterrorism and Transnational Organized Crime mission space.
Extensive experience in representing DHS interests in conferences, meetings, and negotiations. Developing new or substantially revised agency and national security policies and procedures.
Extensive experience in recommending program changes, communicating and advising on new DHS policies, systems, equipment, and procedures.
Extensive experience in establishing and maintaining liaison with subject matter and technical experts throughout the US government as well as State and Local.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.
