Duties

You will serve as a COMPUTER SCIENTIST in the CHIEF TECHNOLOGY OFFICER DEPT, U.S. NAVAL OBSERVATORY, U.S. FLEET FORCES COMMAND, WASGHINGTON D.C. You will manage collaborations with astrophysicists, physicists, engineers, and computer scientists in scientific departments. You will evaluate requirements, develops project plans, oversees the design, implementation, and testing of developed systems, guides development of documentation, ensure the timely delivery, accuracy, and reliability of the final product. You will provide management structure and policy guidance for the application of DevSecOPs. You will serve as the senior manager responsible for the oversight of policy and guidance compliance for the Command's scientific application development, security, and operations process.

  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

BASIC EDUCATION REQUIREMENTS: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. EXPERIENCE: Your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience reading and interpreting administrative regulation, directives, circulars, messages, etc., for applicability to the directorate. Experience implementing new or revised programs within the program based on directions rom higher headquarters. Experience preparing instructions and location operating procedures for Department Head, for the implementation of required regulations and maintains follow-up to ensure compliance with instructions. Experience serving as coordinator for special programs such as Training, Performance Management, new employee orientation programs, advises and collaborates with supervisors concerning on-the-job training and assists in establishing training plans. Experience managing automated controlled correspondence systems for correspondence logging and tracking. Experience composing and reviewing correspondence for grammar, format, attachments and compliance with the Department of the Navy policies and procedures. Experience applying knowledge and interpreting an expansive body of policies, procedures, and directives permitting the independent execution of the full range of work. Experience maintaining special projects, studies and other initiatives handled by staff and keeps supervisor informed of milestones and accomplishments.
