You will serve as a SUPERVISORY PROGRAM MANAGER in the SECURITY COOPERATION PROGRAM OFFICE of NAVAL AIR SYSTEM COMMAND HQ-OSF.
Duties
You will prepare long-range and short-range planning, programming, and budgeting recommendations in accordance with program policies and objectives.
You will formulate written justification for program funding requirements.
You will discuss administrative and managerial issues to resolve and defend program or project objectives.
You will arbitrate conflicting views to achieve a coordinated component position.
You will partner with internal and external personnel (e.g., government agencies, contractors, foreign governments, military representatives) to gain acceptance and cooperation for international acquisition programs.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field A Level 2. Certification is required within 24 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: SPECIALIZED. Examples of Communicating with International partners via written or oral communications for the purpose of establishing requirements and executing programs; 2) Experience executing foreign military Sales programs to include disclosure, case development and case execution; 3) Familiarity with the defense acquisition and program execution to include development of Statements of work and the contractual procurement process.
