The primary purpose of this position is: To serve as an acquisition program manager in an assigned project/program that are within available technology and guidelines are generally available.
Duties
- Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures
- Plans, organizes, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics
- Reviews and directs the progress of contractors in meeting program objectives.
- Prepares and presents staff studies for presentation to the Program Director and other management officials.

- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). Category A - Career Level II certification required
- The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position
- The work requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft
- Employee may be required to work overtime
- Employee is expected to meet Continuing Acquisition Education requirements
- Must be able to obtain and maintain the appropriate SECRET clearance
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes that demonstrates knowledge in the policies and practices of system acquisition and program management by performing such duties as studying and reviewing program progress in the areas of contracting, engineering, and data management. Develops recommendations to solve problem areas within a program and conducts briefings to report on program/project status.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense,
Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management.
4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
6. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
