This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Security Guard assigned to the Yuma Proving Ground installation.

Duties

Perform installation access control for pedestrians and vehicles utilizing standard operating procedures, written orders and regulatory requirement as a guide to access determination for a wide range of unique circumstances. Authenticate identification through use of electronic Personnel Access Control Systems (ePACS), identification cards, badges, biometric automated records, verbal questioning, and other means. Grant access to persons, denies entry or arranges for escorts, as appropriate. Inspect containers, personal property, documents on private, commercial and governmental vehicles, exercises tact, courtesy, and firmness in the performance of all force protection duties. Assist Department of the Army Civilian and Military police as required by rerouting traffic, obtaining facts, taking statements, etc. Make immediate decisions regarding use of deadly force, operates Active Vehicle Barriers (AVB) when required, and alerts appropriate officials of apparent security violations. Operate and perform research queries on the National Crime Information Center (NCIC) workstation terminal(s) in accordance with (IAW) federal and state laws. Perform electronic Physical Access Control Systems (ePACS) registrar operations in order to enroll personnel into the system for the vetting and printing of visitor passes/badges. Provide authoritative guidance and information on security regulations and procedures, exercising sound judgment and discretion in responseto telephone and in-person security inquiries.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Incumbent must be able to obtain and sustain state certification for operating the NCIC terminals.
  • Requirements of Individual Reliability Program apply. Employee and prospective employee of this job are expected to maintain a high standardof conduct.
  • This is a mandatory drug testing designated position.
  • Shift work is required. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime maybe required as directed and is subject to recall for periods of emergency overtime.
  • Must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Must undergo and pass annual medical exams of physical, emotional and mental stability. Standard for medical exams are prescribed in AR190-56 The Army Civilian Police and Security Guard Program.
  • Must successfully complete security guard training.
  • Must be trained and maintain current required certifications in CPR techniques and must know first aid. May act as a first responder in a medical emergency.
  • May be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Will be required to maintain physical conditioning and pass an annual physical agility test (PAT). Failure to meet the PAT requirement sas outlined in AR190-56.
  • Must be fully qualified to operate a government vehicle. Must possess and maintain a valid state drivers license. Loss of license may result in removal from the position.

  • Must wear the Department of the Army Security Guard (DASG) uniform IAW AR 190-56, maintain a high state of appearance and hygiene.
  • Must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
  • Must be able to perform as a member of the installations overall security response capability. Duties and training requires for the employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunition's if necessary.
  • LAUTENBERG AMENDMENT: Must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment tothe Gun Control Act of 1968.
  • THIS IS A MISSION ESSENTIAL POSITION. Position is mission essential and the incumbents are required to report for duty regardless of holidays,weekends, nights or conditions such as weather in which non-essential are not expected to report.

Specialized Experience: One year of specialized experience which includes Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
