As a Support Services Specialist you will work with senior specialists and the Support Services Supervisor to ensure constant surveillance, evaluation, and planning for efficient utilization of space based on constantly changing and ever-increasing program demands. The incumbent contributes to the planning process for revised space assignments, and provides basic input into the necessary diagram and floor plans - ensuring proper office layout to include telephone, electrical, and data ports.
Duties
Provides input for efficient utilization of space to include floor plans and design, ensure proper cubicle design and required infrastructure.
Provides property management services including facilities, trouble calls, conduct inventory, and dispose of excess property.
Responsible for the day-to-day functions of the fleet management program by documenting authorizing operators, scheduling utilization and maintenance and submitting required reports.
Responsible for the administration of the Personal Identify Verification (PIV) system, ensure proper issuance of PIV cards and manages administration roles.
Ensures compliance with VA, VBA, and local directives on requisitions for printing, reproduction, and distribution of forms.
Ensures equipment requirements are met for all forms and publications activities.
Provides input in the coordinating of building security with appropriate authorities.
Provides input in the planning and recommendation for procedural improvements in all administrative functional areas.
Coordinates with acquisition personnel in acquiring office supplies and equipment, then store and distributes office supplies and equipment.
Provides input into the development and implementation of local policies and procedures.
Maintains records of authorized vehicle operators, appropriate vehicle use, maintenance, and accident reporting documentation.
Collaborates with the Support Services Supervisor to provide budgetary input based on plans for new construction, building alteration projects, additional building maintenance requirements, etc.
Conducts analyses to determine facility requirements based on organizational needs, service deficiencies, and appropriate resolutions to identified issues.
Performs other duties, as assigned.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-5 position you must have served 52 weeks at GS-4. For a GS-7 position you must have served 52 weeks at GS-5. For a GS-9 position you must have served 52 weeks at GS-7. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50. Experience
General Experience (for GS-5 positions): Three years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, is qualifying for GS-5 level positions. General experience is experience that involved dealing with others in person-to-person work situations, in obtaining and providing a variety of services for an organization, or other work that demonstrated the ability to perform successfully the work of the position to be filled.
Specialized Experience (for positions above GS-5): One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities, and equipment maintenance, etc.

Education
Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, is qualifying for GS-5 level positions.
Graduate Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. One full academic year of graduate-level education is creditable for GS-7; 2 years or a master's or equivalent graduate degree is creditable for GS-9.
Specialized Experience:
GS-5:To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: Must document basic analytical, technical and customer service skills.
GS-7: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: Reviewing documents for completion and accuracy, gathering and interpreting data, and providing support services such as maintaining equipment and supplies.
GS-9: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: Assisting with the facility, equipment, and/or service operation design projects, making recommendations, serve as liaison between vendors and/or department, assisting with analyzing and assessing the efficiency and effectiveness of various Administrative programs.
Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

GS-5: Applicants may substitute education for experience with completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.

GS-7: Applicants may substitute education for experience with one (1) full academic year of graduate-level education is creditable for GS-7. OR
Combination: Applicants may substitute a combination of graduate education and specialized experience to qualify for the position at the GS-7 grade level. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. To calculate, first identify the percentage of qualifying education you have as a percentage of one year of study. Next, identify the percentage of specialized experience you have as a percentage of 12 months. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the grade GS-7 level. For example, an applicant who has 9 semester hours of graduate education (i.e., 50% of graduate education required) and 6 months of acceptable specialized experience (i.e., 50% of the experience required) would satisfy the qualification requirements for the position.
GS-9: Applicants may substitute education for experience with 2 full years or a master's or equivalent graduate degree is creditable for GS-9. This graduate degree or education must involve major study in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.

OR
Combination: Applicants may substitute a combination of graduate education and specialized experience to qualify for the position at the GS-9 grade level. To calculate, first identify the education you have earned beyond your first year of study as a percentage of a total of two years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 27 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first 18 credit hours earned) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position.
