The primary purpose of this position is: To serve as the Central Issue Facility (CIF) Accountable Officer for Headquarters, United States Special Operations Command (HQ USSOCOM) providing effective management and control over HQ SOCOM CIF program and operational taskings. Duties

Serve as the HQ USSOCOM CIF Accountable Officer and manager, providing a single source of supply for rapid issue, turn-in, and direct exchange of OCIE gear to deploying Army, Navy, Marine Corps, and Air Force war-fighting Special Operations Forces and supporters. Serves as the CIF action officer and warehouse manager, responsible for storage operations, space utilization, movement and distribution of OCIE equipment and supplies. Determines funding and support requirements for SOCOM CIF as well as budget estimates for OCIE as directed. Reviews, develops, and submits budget requirements for stock replenishment or unusual OCIE requirements. Maintains accurate and complete documentation of coordination and information relating to CIF operations. Effectively maintains electronic files and hardcopy files as required. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Position; Supply Program Management Series 2003. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes : supply chain management concepts, policies, methods, and regulatory guidance sufficient to conduct independent reviews and resolve difficult issues and problems in assigned area of responsibility. Knowledge of negotiating solutions to resolve disputed recommendations. Knowledge in assessing and using all applicable data systems and computer based office management tools. Comprehensive skills in conducting detailed analysis of complex items, functions and work processes; considering a number of variables. Ability to obtain, manage and deliver services for the repair of assets. Ability to plan, organize, implement, and coordinate support requirements for systems, subsystems and other items required to meet program objectives. Skilled in and able to analyze, evaluate independently and resolve difficult issues and problems in the assigned area of responsibility involving, supply processes, work methods, supply data management, or day-to-day operational procedures. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of supply chain management principles, contract and organic repair procedures, and interservice procedures, techniques and practices to include sustainment procedures and the peculiarities of requirements development. 2. Knowledge of requirements, repair, disposal, distribution and spares leveling as well as logistics planning, programming and budgeting systems. 3. Knowledge of logistics processes, provisioning procedures and peculiarities of provisioning requirements development as well as tactical and strategic approaches to supply chain management. 4. Skill in applying specialized analytical methods and techniques to resolve difficult inventory management problems and issues. 5. Ability to analyze historical data, reported usage, trends, failure data, past and future program data and select the appropriate demand planning methods for assigned items. 6. Ability to communicate clearly and effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
