This position is located in the U.S. International Trade Commission, Office of Operations, Office of Analysis and Research Services, Statistical and Data Services Division. As a Survey Statistician, you will be involved in the collection, compilation, and analysis of data; preparation of reports; and the presentation of relevant information. In addition, you will develop analytic and management data tools, conduct research, and advance office initiatives.

Duties

A Survey Statistician (Economics) participates in providing statistical analysis and development of statistical applications, survey and sampling expertise support to users; applies statistical expertise in defining and quantifying analytical problems, and suggests possible approaches to their resolution; plans and carries out assigned projects for collecting and analyzing detailed statistical data; plans and prepares quantitative and qualitative analysis of data. You will plan, carry out, and lead assigned projects for collecting and analyzing detailed statistical data, which may require checking the accuracy of statistical reports. Microsoft Excel and Access, SQL, SAS, and STATA will be the most commonly used software platforms to accomplish your work. At times, using Visual Basic for Application (VBA), JavaScript, and other computers programming languages will be necessary to efficiently complete your tasks. You will develop comprehensive written reports, graphics, and charts illustrating the results of your analysis. You will also prepare, present, and defend your findings in oral presentation to senior staff and project team members. You will conduct qualitative and quantitative analyses, appropriate to your experience and education, utilizing a variety of software tools. You will perform duties related to statistical surveys, such as the tabulation and processing of data, the routing and posting from secondary sources, and preparation of charts, tables or graphs. You will analyze data and information related to international trade and import injury investigations. You may conduct literature reviews and other research on international trade issues and topics, including summarizing findings through written products. This position requires a high level of intellectual curiosity, resourcefulness, initiative, creativity, perseverance, and the ability to work independently.

GRADE LEVEL REQUIREMENTS: In addition to meeting the Basic Entry Requirements above, applicants must have the experience listed below. Specialized Experience: For GS-9, you must have one year of specialized experience equivalent to at least the GS-7 grade level in the Federal service or equivalent experience in the private sector which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: having technical judgment in the formulation of statistical data, accuracy and compliance to specifications; monitoring and analyzing program areas and solving statistical problems. OR; A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or a LL.B. or J.D., if related. Qualifying graduate education majors include: statistics, mathematics, economics, international law, public administration, business administration, finance, industrial management, international trade/relations or fields directly related to this position. Specialized Experience: For GS-11, you must have one year of specialized experience equivalent to at least the GS-9 grade level in the Federal service or equivalent experience in the private sector which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: having technical judgment in the formulation of statistical data, evaluating efficiency, accuracy and compliance to specifications; monitoring and analyzing program areas and solving difficult and unique statistical problems. OR Substitution for Experience: Possession of a Ph.D. or equivalent doctoral degree in the fields of study listed below is fully qualifying at the GS-11 level. Specialized Experience: For the GS-12, you must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or equivalent experience in the private sector which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: having technical judgment in the formulation of plans for statistical support programs, in the execution of plans, in the interpretation of findings, and in the recommendations; developing action plans to achieve objectives, establishing statistical project schedules and guidelines for the purpose of evaluating efficiency, accuracy and compliance to specifications; monitoring statistical program progress, analyzing program areas and solving difficult and unique statistical problems You must provide a copy of your transcript to support this requirement. Education cannot be substituted for experience at this grade level.

Education

To meet Basic Qualifications, all applicants must meet one of the following:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
