The Electronic Industrial Controls Mechanic is assigned to the Engineering Service Line of the James H. Quillen VA Medical Center. The incumbent performs a variety of tasks involved in the design, fabrication, operation, maintenance and repair of HVAC electronic direct digital control (DDC) and building automation systems (BAS) as well as other electronic and pneumatic control and automation systems.

Duties

The Electronic Industrial Controls Mechanic requires the performance of electronics engineering technician, HVAC mechanic and electronic controls mechanic duties. Typical work assignments include the performance of visual examinations and operational tests to determine the need for, and the performance of design, fabrication, operation, maintenance and repair work. Duties include providing assistance and performance of specific related tasks with medical center tradesmen of varying skill and ability including pipefitters, plumbers, welders, electricians, laundry mechanics, HVAC/Refrigeration mechanics, electronics and controls technicians, sheet metal mechanics, carpenters, masons, painters and locksmiths. Duties may also include, but are not limited to: Design moderately complex control systems and novel items of equipment. Search for information and precedent designs, develop design approach, and determine feasibility. Calculate operating parameters and develop requisite equipment and component specifications according to standard formulas, criteria and handbook tables as well as published VA design guidance and master specifications. Develop conceptual programming logic, write computer code and implement logic programs (software) to control fabricated equipment assemblies (hardware). Coordinate with Contracting Officer's Representatives (CORs) for planning, design and construction management tasks related to HVAC controls, especially during project final inspection and acceptance. Perform inspection and surveillance of contractor materials, methods, and equipment used in construction. Review shop drawings and submittals from contractors during construction for compliance with specifications. Inspect completed work to ensure compliance with contract drawings. Perform repairs, replacements, adjustments and preventive maintenance of all components of electronic systems, primarily HVAC direct digital control and building automation systems. Work from wiring diagrams, engineering drawings and maintenance and repair manuals installing, testing and maintaining HVAC and building automation controls systems as well as a wide variety of other electric/electronic equipment. Diagnose trouble, calibrate and install thermostats, pneumatic controls, electronic solid state controls, electric controls of various types, electronic components and devices. Install air-conditioning and refrigeration equipment, compressors, control circuits and all equipment/areas requiring refrigerant. Recognize origination of faulty equipment; calibrate, modify, relocate, perform maintenance and make repairs on a variety of large complex refrigeration and air conditioning units. Possess and maintain certification to use Freon when maintaining and making repairs on all types of refrigeration equipment such as walk-in refrigerators and freezers, ice cream cabinets, refrigerated food carts, reach in coolers, ice machines, refrigerated centrifuge and other refrigerated lab equipment. Sometimes stands for long periods of time, bends, stoops, crawls under equipment and makes repair in tight spaces. Frequently lifts, handles, and carries parts and equipment weighing up to 50 pounds. Occasionally moves moderately heavy items with assistance or with mechanical devices, including objects weighing over 50 pounds. Incumbent must exert moderate to arduous physical effort involving walking, standing, bending, stooping, lifting, working overhead and crawling. Incumbent must be able to climb ladders and scaffolding and operate bucket truck. Incumbent must be able to lift loads of up to fifty (50) lbs. Frequently, work will be performed in cramped and awkward positions inside mechanical spaces or outside on roofs and grounds. At other times work is performed in an office setting, conference and meeting rooms or in direct patient care areas. Work performed is of a precise nature requiring prolonged concentration. Incumbent works at times under conditions of moderate stress and must be able to interact effectively with medical center patients, visitors and staff in a calm, analytical, professional manner.

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element. The screen-out element for this position is the 'Ability To Do The Work Of The Electronic Industrial Controls Mechanic Without More Than Normal Supervision'. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Electronics Equipment Assembly, Installation, Repair Troubleshooting (Electronic Equipment) Use and Maintain Hand Tools (Electrical Work) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Working Conditions: The work involves regular and recurring moderate risks or discomforts which require special safety precautions, e.g., working around moving parts, carts, or machines; with contagious diseases or irritant chemicals. For some positions the work may, on a regular and recurring basis, require working outdoors, in other such environments with extreme temperatures, and/or exposure to adverse weather conditions. Employees are required to use protective clothing or gear such as hard hats, masks, gowns, earplugs, coats, boots, googles, gloves, or shields to moderate risks, or to follow procedures for minimizing risk. Physical agility and dexterity are required while working on and around equipment. Follows prescribed safety practices and uses safety equipment such as safety shoes, glasses, and respirators. Incumbent will sometimes be required to work in environments where the hazards of asbestos, burns, exposure to chemicals, radiation, and contagious diseases exist and will be exposed to various elements of weather when working outside. Incumbent must know and follow procedures for working in areas of grease, dust, noise and fumes, exposure to extreme hot and cold weather conditions and areas of infectious fluids, radiation, dirt, dust and asbestos. The technician must use all appropriate safety devices, tools, clothing, and other personal protective equipment to protect self, other staff, patients and visitors at all times.
