About the Position: Provides staff assistance to management by performing analytical and evaluative work in support of a variety of financial related functions for the Resource Mgmt Office, Finance and Accounting Branch, USACE Pittsburgh, PA District.
Duties
Perform various financial functions within financial management systems, including authorizations for incoming funding documents, operating budget modules, and cost calculations.
Reconcile cost data from the general or subsidiary ledgers to related segments, including manual and automated reports.
Assist in the preparation of audit packages, including the collection of cost ledgers, manual paperwork, and contracts based on the sampled area.
Serve as the District's Customer Service Representative (CSR) for time and attendance.
Input payroll documents, labor cost transfers, and leave transfers.
Resolve payroll issues and miscellaneous inquiries.
Conduct payroll audits to ensure accuracy and compliance with permissions regulations.
Serve as the District's Government Travel Card Program Administrator to initiate, deactivate and close travel accounts.
Oversee required reporting to ensure it meets the Government Travel Charge Card (GTCC) rules and regulations.
Perform random sampling of accounts for compliance and monitors accounts for identification of improper use.
Answers travel program questions and account inquires.
Receive customer orders from various organizations.
Coordinate action with district personnel to ensure items and resource plans are prepared and processed accurately.
Initiate purchase requests and commitments to ensure the correct use of cost classification codes and proper funding accounts.
Identify and analyze financial deviations to determine root cause and recommend solutions.
Monitor and analyze funding sources and budget expenditures to ensure resource plans are being properly validated, coded and executed.
Analyze system-generated reports to identify anomalies and problem areas.
Participate in the assembly, review, consolidation and defense of the District Operating Budget.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One (1) year probationary period may be required if not completed previously.
- Incumbent of this position is required to obtain FINANCIAL MANAGEMENT Level 2 (FM2) Certification in accordance with the National Defense Authorization Act (NDAA) 2012.

Specialized Experience for the GS-11: One year of specialized experience equivalent to the GS-09 grade level in Federal service which includes:1) Applying analytical and technical skills to conduct comprehensive preparation, analysis, and reporting of operating budgets (obligations/expenditures), manpower requirements, and financial management administration. 2) Assists accountants with general ledger posts related to cost transfers, accruals, accounts payable and accounts receivables. 3) Assisting with the management and analysis of the Government Travel Card Program including maintenance, onboarding, auditing accounts and upward reporting to Headquarters; 4) Utilizing automated systems such as the Corps of Engineers Financial Management System (CEFMS), Defense Civilian Personnel Data System (DCPDS), and Defense Civilian Payroll System (DCPS ) or similar databases to perform; 5) Assist with Customer Service Related (CSR) duties including payroll, processing actions, resolving pay issues, onboarding, and training timekeepers; 6) Assisting with the review, approval or application of employee's roles and permissions as they relate to the Corps of Engineers Financial Management System. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: Financial Management, Business Management, and Accounting.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
