This position is located at the Erie Veterans Affairs Medical Center and is organizationally located in Facilities Management Service (FMS) and reports to the Assistant Chief Engineer. The primary purpose of the Utility Systems Operator Supervisor is to plan, supervise, and administer utilities system maintenance, repairs, and improvements throughout this vast medical center.

Duties

Work Schedule: Monday-Friday 7:30am - 4:00pm Position Description Title/PD#: Utility Systems Operator Supervisor/PD018890 Major Duties Include but not limited to: Provides oversight and ensures compliance with all applicable codes, VA Directives, NFPA, The Joint Commission (TJC), The Long-Term Care Institute (TLCI), ASHRAE, OSHA, and EPA requirements. Conducts meetings and conferences to exchange information and coordinate utilities maintenance planning and scheduling with service lines, other FMS personnel, equipment operators, and contractors. Estimates materials for repair, improvement projects, maintenance, and station level projects to provide management with budgets estimates and labor mapping for all work. Determines the scope of work, work requests, worksite, and hourly performance standards. Analyzes workload and supports medical center needs to establish deadlines, set priorities, and adjusts work assignments to accomplish assigned tasks. Manages subordinate staff to assure the facility, and documentation, are in compliance with TJC, Commission on Accreditation of Rehabilitation Facilities (CARF), The Long-Term Care Institute (LTI), American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), American Society of Mechanical Engineers (ASME), Sheet Metal and Air-Conditioning Contractors National Association (SMACNA), Unites States Pharmacopeia (USP), National Fire Protection Association (NFPA), Office of Inspector General (OIG), Occupational Safety and Health Administration (OSHA), all VA design guide books for applicable trades, VA directives and all codes the regulate the work of the particular trades. Responsible for personnel management, such as selection of employees, preparation of position descriptions and performance standards, conducting employee performance reviews and preparing documentation for incentive awards. Responsibilities include participation in achieving the goals of labor management relations and EEO programs by dealing with employees and union representatives regarding suggestions, grievances, and disciplinary action. Requires emergent response to call backs after normal working hours to triage events and to immediately correct the issue or to limit the impact. Incumbent must develop alternative solutions for unplanned events at a moment's notice. Responsible for the operation, maintenance, and repair of utilities system equipment that directly supports patient care. Systems are inclusive of: Central Utility Plant which consists of boilers and chillers along with, feed and transfer pumps, water softeners, air compressors, economizers, deaerator, generator, numerous steam specialties. Critical electric, electronic and digital boiler plant control system, make-up and exhaust air units, other boiler plant controls and equipment, centrifugal chillers, cooling tower fans, water pumps, electronic and pneumatic controls, variable frequency drives, line starters and electric load centers, and an assortment of additional mechanical equipment. Responsible for operation and report generation using building automation systems. Analyzes critical life safety utilities and associated subsystems for proper maintenance. Provides direct input/oversight of preventive maintenance programs for operational and safe effectiveness. Provides long range planning for budgeting, oversight of the contracting process, and execution of plan. Responsible for the continuous and effective operation of the utilities and resources required to operate the medical center. Serves as Contracting Officer Representative (COR) for service, maintenance, and repair contracts. Forecasts annual budgetary requirements for contracted utilities related maintenance and service work. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Requires moderate to strenuous effort and long periods of walking, standing, climbing, bending and crouching. Occasionally works from scaffolds and platforms and may perform strenuous work. Frequently lifts and carries tools and equipment weighing up to 50 pounds. Occasionally required to handle items that weigh more than 50 pounds with the assistance of lifting devises or other workers. Must possess sufficient strength to be able to open/close large valves including those located overhead. Must be able to enter physically and mentally a 12"x16" manhole to access boiler confined spaces. Must have the ability to assess equipment/system operating conditions during all hours in often remote locations while working alone and respond with sound judgement and ingenuity to stressful situations. Ability to always maintain a high degree of mental alertness and concentration for up to twelve hours at a time. Working Conditions: Mainly works indoors but occasionally works outside for short periods of time. Subject to high temperatures, constant noise, rotating machinery, soot, dirt, grease, chemicals, oil and fumes. Subject to cuts and abrasions from the use of tools and equipment and burns from acids, caustics, hot water, steam and contact with boilers.
