The primary purpose of this position is to serve as a plans officer in support of the missile defense plans and policy directorate for Joint Functional Component Command for Integrated Missile Defense (JFCC-IMD), a component of United States Strategic Command (USSTRATCOM).

Duties

Development of Concepts and Plans. Drafts, updates and reviews missile defense concepts and plans in support of the USSTRATCOM family of campaign and contingency plans. Execution of Contingency and Crisis Action Planning. Participated in global missile defense collaborative planning to identify missile defense options to support the regional plans of geographical combatant commands. Review of Strategic Policy to support planning of International Missile Defense. Exercises project management responsibilities. Oversight of the command's joint planning working group and the directorate training and exercise plan. Complies with security directives regarding use, dissemination, and securing of classified information.

  • The employee may travel by military or commercial air to conference, meetings and other events away from duty site.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of strategy, policy, doctrine, and traditional combatant command activities as they apply to Joint Staff planning and processes; thorough knowledge of domestic political/military issues. Comprehensive knowledge of federal, Department of Defense (DoD), and Joint Staff strategic planning guidance. Expert knowledge of Joint Operational Planning and Execution System (JOPES) and traditional Military Decision-Making Process. Comprehensive knowledge of the relationships of mission and responsibilities of key organizations within the Department of State, Department of Defense, international agencies, foreign embassies, and combatant commands that support international missile defense operations and initiatives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Joint operational doctrine and the relationships between the various combatant command missions and organizations. Knowledge of Joint Doctrine, the Joint Operational Planning and Execution System, and Adaptive Planning and Execution. Knowledge of the Department of Defense, Joint Staff, and the Services vision and strategic planning documents and development processes. Superior skill at developing Concepts of Operation, Concept Plans, Campaign Plans and supporting annexes. Skilled in oral and written communications in order to negotiate and defend ideas and support operational concepts. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior leadership use and decision-making. Ability to develop concepts of operation and contingency plans in support of JFCC-IMD's objectives and mission. Ability to gather data, analyze facts, draw conclusions, conduct analysis, devise and recommend solutions and package into briefings, papers, or reports assessing options, generating recommended solutions, and preparing briefings, papers or reports for general officer/ flag officer level decision. Ability to reayt in a high stress environment and manage multiple tasks concurrently. Expert ability in execution of contingency and crisis action planning at the service or combatant command level. Demonstrated operational experience with special technical operations, special mission operations or information operations. Knowledge of missile defense operations, space operations or missile warning. Knowledge of safety and security regulations, practices and procedure. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
