Duties

This position serves as the Physical Scientist (Air) within the Bureau of Land Management (BLM), Wyoming State Office, as the air and climate specialist, technical advisor, and program lead. The incumbent performs a wide variety of professional physical science duties in support of Federal environmental and compliance reviews and management. The incumbent ensures compliance with Clean Air Act conformity requirements and other regulations and policies developed to protect the environment. An interdisciplinary team member with air resource subject matter expertise that determines and develops the appropriate level of air quality, greenhouse gas, or climatic analysis and mitigation for Federal projects and plans. Provides implementation oversight on various Federal projects and plans to ensure required air quality, greenhouse gas, or climatic monitoring to document the effects on the ecosystem caused by emissions from Federal projects and plans. Provides technical advice to senior leadership, managers, project leads, and team leads on topics such as Clean Air Act conformity, climate and greenhouse gases, emissions at scales ranging from site specific to landscape level. Provides technical advice to senior leadership, managers, project leads, and team leads on topics such as air and climate resource management strategies, air and climate impact models and studies.

Qualifications

THIS IS NOT A REMOTE/VIRTUAL POSITION. In addition to meeting the IOR in order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. GS-12: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Professional knowledge of a wide range of physical sciences concepts, principles, practices, and methodologies sufficient to identify and resolve complex impact identification and mitigation matters for projects and land use plans ranging from site-specific to landscape scale. In depth knowledge of legal mandates, policies, and regulations relating to air quality, greenhouse gas, or climate resource programs including but not limited to the Federal Land Policy and Management Act, Clean Air Act, and National Environmental Policy Act to develop, review, recommend, justify, and implement impact identification and mitigation strategies. Ability to apply regulatory requirements, such as conformity determinations in non-attainment areas, for projects and land use plans ranging from site-specific to landscape scale. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and in working against tight deadlines with limited resources. Less than 10% of work time is spent in the field. During field work there may be some physical exertion such as climbing, walking, hiking, standing, bending, lifting, stooping, crouching, carrying of items such as books, backpacks, equipment, and samples, and driving or riding in an automobile or off-highway vehicle. This may occur over rough, uneven surfaces or mountainous terrain, sometimes in extreme weather and road conditions and at various times of the night. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety & Occupational Health Specialist.

Education

This position has an individual occupational requirement. In order to qualify, you must meet one of the below:
Basic Requirements:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
