The Program Manager at the National Highway Institute (NHI) collaborates to identify training priorities; participates in training development and delivery activities; serves as a Contracting Officer’s Representative (COR) for contracts involving developing requests for proposals, organizing technical evaluation panels, tracking and monitoring contract budget and contractor performance; and represents NHI at training and transportation-related meetings, and conferences.

Qualifications

To determine which grade(s) you may be eligible for, review the following grade specific details.  You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume. For the GS-13: You must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included: Experience performing analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, recommend solutions and prepare reports, documentation, and correspondence to communicate information; AND Experience implementing, promoting, and/or marketing training programs to internal and external stakeholders; AND Experience identifying and developing ways to resolve major problems or cope with issues that affect the accomplishment of program goals and objectives For the GS-14: You must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included: In addition to meeting the specialized experience listed above under the GS-13 grade (but equal or equivalent to the GS-13 grade level) you must also have: Experience facilitating the work of teams which may include communicating goals, monitoring schedules, facilitating meetings and reviewing deliverables. You cannot qualify based on education, you must meet the specialized experience cited above for each grade. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Knowledge Education and Training - Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
