About the Position: This position is located at the Army Corps of Engineers, Norfolk District. The incumbent serves as Contract Specialist responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution and administration for complex Architect Engineering (A-E) Services or environmental services or construction and special assigned programs.

Duties

Performs pre-award contracting functions to procure large, highly complex construction projects, programs or services. Determines method of procurement, milestones, acquisition plan and type of contract. Conducts market research to analyze contractor technical and financial capability to satisfy requirements. Prepares solicitations and conducts pre-solicitation/pre-proposal conferences. Analyzes and evaluates findings contained in audit reports, and supports recommendations with detailed analysis of each cost element. Conducts extensive negotiations during all phases of the procurement process. Performs post award functions, ensuring that all post award actions taken are in compliance with all applicable laws,regulations and Executive Orders.

Requirements

• The duties of this position require Travel up to approximately 10% of the time.
• This position requires incumbent to meet Contracting Back to Basics Certification requirements.Incumbent must be certified, or able to achieve certification within 12 months.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
