About the Position: This position is located at the Army Corps of Engineers, Norfolk District. The incumbent serves as Contract Specialist responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution and administration for complex Architect Engineering (A-E) Services or environmental services or construction and special assigned programs.

Duties

Performs pre-award contracting functions to procure large, highly complex construction projects, programs or services. Determines method of procurement, milestones, acquisition plan and type of contract. Conducts market research to analyze contractor technical and financial capability to satisfy requirements. Prepares solicitations and conducts pre-solicitation/pre-proposal conferences. Analyzes and evaluates findings contained in audit reports, and supports recommendations with detailed analysis of each cost element. Conducts extensive negotiations during all phases of the procurement process. Performs post award functions, ensuring that all post award actions taken are in compliance with all applicable laws,regulations and Executive Orders.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must file an annual Financial Disclosure Statement (OGE 450).
  • The duties of this position require Travel up to approximately 10% of the time.
  • This position requires incumbent to meet Contracting Back to Basics Certification requirements.Incumbent must be certified, or able to achieve certification within 12 months.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
  • This is an Army Acquisition, Technology, and Logistics (AT and L) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.

Basic Requirement for Contract Specialist 1102 series: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-11: I have one year of specialized experience utilizing contracting principles, laws, regulations and procedures applicable to the complex, high dollar, long term (multiple-year performance) contracts using a full range of contract types. Assisting with a full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution and administering contracts to support construction projects. Performing pre-award and post-award functions for a variety of Architect-Engineer (A-E) services and/or construction services. Requesting and/or assisting in performing price/cost analysis, utilizing a variety of price/cost analysis techniques. Conducting negotiations during all phases of the procurement process. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: utilizing contracting principles, laws, regulations and procedures applicable to the complex, high dollar, long term (multiple-year performance) contracts using a full range of contract types. Performing a full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution and administering contracts to support construction projects. Performing pre-award and post-award functions for a variety of Architect-Engineer (A-E) services and/or construction services. Request or performs price/cost analysis, utilizing a variety of price/cost analysis techniques. Conducting extensive negotiations during all phases of the procurement process. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Construction/Architect & Engineering (A&E)Contracting/ProcurementInfluencing/Negotiating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS). For GS-11- 52 weeks at the GS-09 grade level. For GS-12- 52 weeks at the GS-11 grade level.
