You will serve as a CONTRACT SPECIALIST in the Contracts Department of PEARL HARBOR NSY AND IMF.

Duties

You will solicit, award, and administer fixed price contracts for U.S. Navy ship overhauls, modernizations, conversions and repairs. You will assess the probability of meeting requirements of returned solicitations.  Determine price reasonableness (cost analysis, technical analysis, price analysis), adequacy of competition, and compliance with solicitations. You will prepare written pre-negotiation positions and conduct negotiations. You will prepare written post-negotiation business clearance memorandum. You will administer contracts to include exercising options, contract scope determinations, contract modifications, supplemental agreements, justifications, fair opportunity evaluations, determine claims disputes, and contract terminations. You will analyze requirements including assisting the customer with the specifications and evaluation criteria or validating sole source. You will determine procurement strategy, contract type, and develop solicitation terms and conditions by taking into consideration pertinent issues such as funding, market analysis, potential sources, and contract types.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

For the GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: professional contracting experience developing procurement plans; soliciting contractor bids; performing cost/price analyses; negotiating contract terms or modifications; and awarding, administering and terminating fixed-price contracts in accordance with established laws and regulations. For the GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: professional contracting experience developing procurement plans; soliciting contractor bids; participating in contract negotiations; and awarding, administering and terminating fixed-price contracts in accordance with established acquisition laws and regulations. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education
OR
A combination of experience and graduate education as described above that equates to one year of experience.
