This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. The position will be filled at the GS-11 and/or GS-12 grade levels only. The positions is within the Construction Division of the U.S. Army Corps of Engineers, New England District in Middleboro, MA.

Duties

Serve as a Project Engineer to support the construction program administrated by a Resident Office. Perform construction contract administration duties required to ensure contracts are completed in accordance with contract requirements. Ensure quality of construction through direct field surveillance and management of the Quality Assurance/Quality Control (QA/QC) Program. Directly manage the cost, quality and timeliness of the construction projects assigned. Apply a variety of construction methods and techniques to provide solutions to unique and novel engineering problems. Address issues involving multiple engineering disciplines and develop solutions to facilitate execution of contractual requirements for a variety of projects. Plan and execute projects based on broad office policies, procedures and guidance. Prepare data and reports updating progress status and communicate potentially controversial issues with recommended solutions to the supervisor and stakeholder. Develop 3-phase inspections, Preparatory/ Initial/ Follow-Up, and conduct site visits to identify deficiencies and provide recommended corrective action.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year probationary period may be required.
  • Incumbent must meet position requirements for certification at Level II in the Acquisition Career Field Facilities Engineering within 24 months of entrance on duty.
  • The incumbent must have the ability to obtain certification as a Contracting Officer's Representative (COR) within 24 month of appointment to this position.
  • This position requires you to obtain and maintain Valid State Driver's License within 30 days of employment.
  • The Incumbent may require if assigned to a Hazardous, Toxic and Radioactive Waste (HTRW) project location: A. Completion of a 40-hour HTRW training. B. Annual an 8-hour HTRW refresher. C. Enrollment in a HTRW medical surveillance program.
  • This position requires the incumbent to use Personal Protective Equipment (PPE) if there are potential hazards or if the incumbent is required to enter an exclusion zone.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Education Requirements: All applicants must meet one of the following education requirements Basic Requirement for the Architect 0808 Series: A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. Basic Requirement for the Civil Engineering 0810 Series, Mechanical Engineering 0830 Series, and the Electrical Engineering 0850 Series: Please refer to the General Schedule Qualification Standards Basic Requirements for All Professional Engineering Positions Series for education requirements. (NOTE: Applicants MUST submit/upload a copy of the transcripts with the application package. For application purposes, unofficial transcripts are acceptable. )In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience Requirements: GS-11Specialized Experience:One year of specialized experience includes meeting ANY TWO OF THE FOLLOWING: 1) Prepare a variety of data and/or construction daily reports on financial and schedule status; 2) maintain continual surveillance to prevent any potential hazardous conditions at the construction project sites; 3) manage all phases of the construction process including final completion and/or turnover of projects to the customer; or 4) review contractor submittals including shop drawings, samples, and/or data for compliance with contract documents.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Architecture, Civil Engineering, Mechanical Engineering, or Electrical Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 One year of specialized experience includes meeting ANY TWO OF THE FOLLOWING: 1) Review contractor submittals including shop drawings, samples, data for compliance with contract documents; 2) resolve controversial problems to ensure that schedule, budget, environmental regulations and management objectives are met; 3) review construction drawing and specifications for adequacy of design in order to recommend necessary changes or improvements; or 4) lead and instruct lower grade engineers or technicians of the organization in the execution of construction activities assigned to the resident office. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
