This position is located in the Animal and Plant Health Inspection Service, Marketing and Regulatory Programs Business Service, Human Resources Division, Labor Management and Employee Relations Branch, Employee and Management Services Directorate. If selected you will serve as a Senior Human Resource Specialist with responsibility for providing direction in the administration of programs related to employee relations.

Duties

The duties may include, but are not limited to: Contributes to the overall MRP human resources (HR) management program by developing, implementing, leading critical mission and/or coordinating projects. Provide mentoring and development of Labor and Employee Relations (LER) Specialists who deliver a range of employee relations services to the MRP agencies. Lead the Management team within the respective program mission area in preparations for bargaining. Provides interpretations and explanations of contractual provisions to management, supervisors, and team members. Researches or leads subordinate staff to research constantly evolving, complex, and/or controversial human resources initiatives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Planning and coordinating the Agency's mission activities involving the national labor-management relations program. Providing authoritative technical counsel, guidance, interpretation, and advisory assistance to LMER, Program, and Union officials on the application and requirements of the laws, regulations, policies, and procedures relating to LMER activities. Provide advisory services on issues pertaining to the potential impact of negotiations and third-party decisions concerning management rights. Representing the Agency before third-party hearings, such as: unfair labor practice charges; negotiated grievance arbitrations; and / or negotiability or impasse appeals. Communicating orally and in writing to include, but not limited to, interpreting complex legal decisions and communicating them in plain language to both the staff and Agency management, and the ability to produce legally defensible documents. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
