The primary purpose of this position is to provide extensive legal and technical support services for the assigned areas of responsibilities to include federal labor, employment and EEO law, litigation, environmental law and administrative and judicial proceeding involving issues and cases that are highly sensitive and complex.
Duties
Assists installation general counsel with legal and technical support on Air Force legal issues related to compliance with federal, state and local environmental statutes and regulations applicable to and impacting Homestead ARB and operations.
Analyzes administrative action, and independently prepares and coordinates preliminary legal review of all proposed notifications of disciplinary and adverse actions against civilian employees, including Air Reserve Technician (ART), assigned to installation.
Responsible for the coordination, development and scheduling of all pre-hearing discovery; request for admissions and deposition; production of documents, litigation strategies, written response of agency witness, interrogatories and trail testimony.
Conducts legal research utilizing statutory and regulatory material and computer research in connection with issues/cases in progress.
Provides legal services and guidance to military members, retirees and dependents on legal matters. Serves as coordinator and administer of the installation Victim and Witness Assistance Program
Provides legal support for the installation Military Justice Program. Serves as focal point for issues related to Freedom of Information Act (FOIA):

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes interpreting regulations and policies to make recommendations to attorneys; researching federal and state law statutes, regulations, and case law to make recommendations to attorneys; performing legal research including legislative history and case law, draft pleadings and motions from complaint to trial, to provide assistance to attorneys; determining recommendations, appropriate actions, or interpretation of issues that impact organization, installation, or agency through historical data and fact based research.
OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of MSPB and EEOC rules and decisions to enable incumbent to draft charging documents; coordinate documents; track and manage all pending labor relations matters from inception through appeal.
2. Comprehensive knowledge of Federal Rules of Civil Procedures, MSPB Rules of Procedures, Federal Rules of evidence, applicable titles of law to the civil and criminal justice areas.
3. Knowledge of statutory and regulatory exclusions that apply to both FOIA and PA. Ability to organize, understand and interpret material discovered during legal research and reach a logical conclusion on the law. Ability to interpret, explain and present relevant findings, opinions and conclusions using appropriate language, legal reasoning and organization of facts and ideas.
4. Knowledge of military justice system to accomplish preliminary review of all proposed military justice actions. Ability to determine and apply various administrative actions, rules, regulations, policies and procedures that pertain to the programs.
5. In-depth knowledge of legal principles and concepts to interpret and apply directives, precedents and practices covering all disciplinary and adverse actions for civil service, military justice system and other legal related issues.
6. Knowledge of methods and procedures related to legal research and reference sources including West reporter system, U.S. code, Code of Federal Regulations, law reviews etc., and skill in analyzing and evaluating information to determine applicability of precedents. Ability to communicate effectively both orally and in writing and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
