This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position. This is an Interdisciplinary position with the USACE, Fort Worth District, Regional Planning and Environmental Center, Master Planning Branch. See note in the Qualifications section below regarding duty locations for the position.

Duties

Serve as an active member of the project team responsible for the overall management, control, coordination and execution of assigned master planning projects. Integrate governmental customers' needs into a comprehensive master plan. Support technical assistance in the development of various master planning products. Plan, coordinate, and implement GIS projects utilizing new GIS technologies and a variety of computer systems, software, and procedures to accomplish assignments in the most expeditious and economical manner. Ensure all mapping/GIS products adhere to standards (schemas, layers, databases, and applications) and regulations including Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), GIS quality standards, and design policies. Manage project milestones and budgets from planning through completion. Analyze cost reports to assure charges are authorized and appropriate. Create and review project scope and schedule. Support and perform contract oversight of projects to ensure contracts meet the authorized scope. Primarily serves as a technical POC for the development and implementation of Geospatial and GIS for Master Planning activities utilizing state-of-the-art methods, practices, techniques, and equipment. Evaluate availability and technical adequacy of existing digital data generated by government agencies including data from the National Geospatial Intelligence Agency (NGA), US Geological Survey (USGS), and private sector. Support studies and investigations to determine the best uses for lands and facilities. Performs updates of military and civil master plans.

Qualifications

DUTY LOCATION INFORMATION: This position may be filled in Fort Worth, TX; Galveston, TX; Little Rock, AR; or Tulsa, OK. The duty location chosen is at the discretion of management and will be determined at the time of selection. Salary posted is a range for the standard RPEC duty station localities and will be adjusted to the locality of selectee's physical duty location. Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. This position may be filled at the GS-07, GS-09 or GS-11 level with non-competitive promotion potential to the full performance GS-11. To qualify for the GS-07:Specialized Experience: One year of specialized experience which includes: 1). Monitoring work performed under contract for conformity with master planning requirements. AND 2) Assist with the management of project contingency funds to ensure efficient and effective utilization. AND 3) Prepare statistical data for the development of master plans OR Education: One full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: - (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify for the GS-09:Specialized Experience: One year of specialized experience which includes: 1) analyzing statistical data for the development of master plans; AND 2) preparing master planning presentations for meetings with stakeholders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify for the GS-11:Specialized Experience: One year of specialized experience which includes: 1) assisting in the development of master plans for uses of land; AND 2) managing project milestones and budget for proper allocation of funds; AND 3) briefing project managers and customers on status of projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
