This position is a Fish and Wildlife Administrator, GS- 0480-14 working in Bayamon, Puerto Rico, for the R4-Caribbean Ecological Services Field Office. Applicants must be able to speak both English and Spanish to successfully perform the duties of this position.

Duties
As a Fish and Wildlife Administrator your duties will include, but are not limited to, the following:
As a senior manager for the assigned program, project, or geographic area, exercises leadership and provides direction for the management and administration of subordinate programs and activities.
Develops partnerships, external and internal networks and builds alliances with stakeholders and partners. Collaborates across programmatic/organizational/geographic and socioeconomic boundaries to build strategic relationships, achieve common goals, and eliminate barriers to partnerships.
Supervises, directly and through subordinates, a multi-faceted team of professional, technical, analytical, and administrative support staff setting a team attitude of adhering to high professional standards and completion of accurate, high quality work.
Provides leadership and direction to ensure appropriate coordination, strategic planning, budget and performance integration, and accomplishment reporting. Leads the development of policy to drive the periodic strategic planning efforts for these programs or projects.
Leads the development, formulation, interpretation, and implementation of policies for the assigned program. As appropriate, directs the development of national, regional, or state level policy, planning, and guidance for the assigned program or project area, and as needed, coordination responsibilities with other Federal Agencies (i.e. United States Department of Agriculture, U.S. Army Corps of Engineers, Bureau of Reclamation, etc).
Plans, negotiates, and executes budgets and serves as the accountable official for the programmatic budget of the assigned organization(s). Establishes and justifies budget and staffing requirements, and approves expenditures for high-cost training, travel, awards, and overtime. Informs senior management of budget status. Manages and distributes all funds allocated to subordinate organizations and maintains the flexibility to move program funds among organizations, within existing budget guidelines and policies, consistent with the approved program appropriations. Sets priorities for program activities and ensuring the highest priority needs are addressed. Exercises authority to commit Service resources, change program configurations and content.
Provides technical assistance and expertise to appropriate offices, including the promotion of each program, consideration of these programs in multiple strategies, staffing, potential partnerships, economic activities, and restoration planning. Leads the development of Strategic Planning documents for programs. Assists in the review of congressional, Departmental, bureau guidance, policy and planning proposals to assure consistency with existing Federal laws, policies, and standards and to assure integration of material with a focus on the mission and responsibilities of the Service.

Qualifications
Only experience and education obtained by 03/28/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Posses a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
Possess a combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in 1 above, plus appropriate experience or additional education.
Possess four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in 1 above.
Minimum Qualification: Possess one year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service. Experience includes 1) Coordinating, supervising or leading a branch, field station, or team focused on the management/conservation of natural resources; 2) Identifying and solving challenging and complex issues related to natural resource management/conservation, visitor services, outreach, or other natural resource programs; 3) serving as a natural resource or conservation organization manager or coordinator representing a federal entity in negotiating with diverse individuals or groups; 4) exercising direct responsibility for developing or implementing policies, plans, standards or procedures to carry out fish and/or wildlife management/conservation; or 5) managing teams focused on the planning, directing, or executing of short and long term activities in fish and/or wildlife management/conservation that affect a diverse group of stakeholders/partners.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
