This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: USAMMDA develops new drugs, vaccines, and medical support devices that enhance readiness, ensure provisions of the highest quality medical care to the DoD and maximize the survival of medical casualties on the battlefield.
Duties
Oversee the modernization, procurement, and the sustainment of assigned medical equipment and sets.
Serve as Program Manager responsible for evaluating the use of Non-developmental items and assist in acquisition policy determinations.
Make recommendation in budgeting, programming, planning, and execution of funding as it pertains to modernization of assigned equipment and sets.
Manage the portfolio of medical device replacement and modernization efforts to include cost, schedule, and performance management.
Manage materiel programming, procurement and contract compliance related to modernization efforts.
Monitor and compile data from logistics software applications to ensure accuracy.
Work with a diverse team of civilian, government contract personnel, and the military.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is an Army Acquisition, Logistics, and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
Qualifications
Ft. Detrick is located in Frederick, MD, in the heart of Frederick County. It is located approximately a one hour drive from Washington, D.C., and Baltimore, MD, and adjoins Virginia, West Virginia, and Pennsylvania. Frederick County offers an array of experiences: historic sites and museums; Civil War attractions; 90 national, state, county and municipal parks; a zoo; minor league baseball; antique and mall shopping; and many fine restaurants and hotels.
USAMMDA is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

Specialized Experience: One year of specialized experience which includes:
(1) Experience managing acquisition life cycle program activities of equipment and services;
(2) Experience managing a portfolio of non-developmental medical products, equipment and sets;
(3) Experience analyzing cost comparison options for modernization efforts; AND
(4) Experience developing procedures to be used in managing medical equipment acquisition, funding and authorizations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03 / GS-12).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
