Duties

As an Auditor, you will be responsible for:

Requirements

  • You must be a U.S. Citizen.
  • You must successfully complete a background investigation. Candidates who do not complete the required background investigation paperwork by the pre-determined due date, will be disqualified.
  • You may be required to serve a one-year probationary period.
  • You must meet the Basic Education Requirement.
  • You must provide a copy of your completed annual performance appraisal that has been signed and dated within the last 12 months and shows your final rating OR provide a statement explaining why you are unable to provide a copy.

Qualifications

In order to qualify for this position, your resume must provide sufficient evidence of experience, knowledge, skills, and abilities needed to perform the duties of the position. Basic Education Requirement: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting; OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Specialized Experience Statement: GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector: Knowledge of accounting and auditing principles, methods, and techniques required to conduct performance audits, inspections, and evaluations; Application of auditing and inspection standards, such as Generally Accepted Government Auditing Standards (GAGAS) and Quality Standards for Inspection and Evaluation (QSIE); Participation in the full range of duties to support execution of audits, inspections, and evaluations, including: Audit planning - contributing to the development of the audit plan; Data collection and analysis to support audit findings; Preparing work papers to appropriately document findings and results; Developing all elements of a finding - condition, criteria, cause, and effect; Conducting segments of entrance and exit conferences in a professional manner; Communicating orally by presenting portions of briefings to management on project status or findings and recommendations; Drafting parts of audit or inspection reports that are clear and concise, factually accurate, and appropriate for the targeted audience; Assist the lead auditor in formulating recommendations for corrective actions that result in improved processes, procedures, or controls that increase the effectiveness or efficiency of the audited entity's programs; and Execute assignments within established milestones and deadlines. Working as an audit team member, collaborating in a professional manner, resolving conflicts constructively, and displaying a positive work ethic. Contributing to the development of audit proposals that are well-researched, risk-based, and demonstrate an in-depth understanding of the issues or activities to be examined. OIG experience preferred. GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: Knowledge of accounting and auditing principles, methods, and techniques required to conduct performance audits, inspections, and evaluations; Application of auditing and inspection standards, such as Generally Accepted Government Auditing Standards (GAGAS) and Quality Standards for Inspection and Evaluation (QSIE); Ability to conduct the full range of duties to execute audits, inspections, and evaluations, including: Audit planning - independently researching the audit topic, conducting a risk assessment, and developing audit steps; Data collection and analysis to support audit findings; Preparing work papers to appropriately document findings and results; Developing all elements of a finding - condition, criteria, cause, and effect; Conducting entrance and exit conferences in a professional manner; Communicating orally by presenting briefings to management on project status or findings and recommendations; Drafting audit or inspection reports that are clear and concise, factually accurate, and appropriate for the targeted audience; Formulate recommendations for corrective actions that result in improved processes, procedures, or controls that increase the effectiveness or efficiency of the audited entity's programs; and Execute the engagement within established milestones and deadlines. Ability to lead an audit team, providing ongoing constructive feedback to team members, and resolving conflicts in a positive manner. Experience in developing audit proposals that are well-researched, risk-based, and demonstrate an in-depth understanding of the issues or activities to be examined. OIG experience preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 03/29/2024.
