The primary purpose of this position is to serve as a Signature Diagnostics Specialist in aircraft maintenance assessment observing and evaluating Radar Signature/Survivability throughout maintenance stages. This includes ensuring adherence to technical configurations, electrical procedures, and achieving the desired Radar Cross-Section (RCS).

Duties

Establishes and executes a planned systematic approach of assessment for Low Observable aircraft maintenance, designed to provide the maintenance managers confidence that aircraft and aircraft systems conform to technical, safety, and survivability requirements. Utilizes data collection techniques and procedures for evaluation, inspection, and audit programs, evaluates the results and determines effectivity. Provides threat system analysis, aircraft operations analysis, Low Observable system performance to include fleet signature health using diagnostic test equipment and analytical tools. Performs aircraft survivability analysis, operational employment analysis and Low Observable diagnostic testing/troubleshooting using support equipment and software tools to isolate anomalies and verify repairs. Perform analysis on Low Observable data to identify component and system performance trends, identify component defects and identify potential areas of individual weapon system and fleet-wide concern. Provide Subject Matter Expertise for Low Observable related studies, analysis, modeling and simulations Administers unit program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing quality assurance/control concepts, methods, principles, and practices to plan, direct, and/or accomplish a variety or work assignments involving all facets of a quality assurance program. Knowledge of ICBMs, related equipment and supplies, including manufacturing and processing methods, testing and inspection techniques, and the interrelationship of functional parts and assemblies. Knowledge of operating policies and procedures and related functional/administrative activities such as procurement, engineering, production, and supply to effect appropriate interface/coordination of quality assurance plans and programs. OR EDUCATION: Successful Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of Transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of Low Observable coating/material application/control methods, principles, and practices, including signature evaluation and inspection techniques of assigned aeronautical systems and equipment 2. Comprehensive understanding of Electromagnetic Energy transmission through space and within materials with substantial experience with the production and verification techniques associated with Survivability specialty materials and coatings. 3. Broad knowledge of operating policies and procedures of aircraft flight and maintenance scheduling, mission requirements, workload planning, procurement, and skill to coordinate maintenance plans and functions with these activities. 4. Skill in applying this knowledge to the identification of survivability determinations and resolving the difficult and complex work assignments. Skill to plan and conduct studies, analyze performance and signature data and to develop sound recommendations for correction of Low Observable system deficiencies. 5. Skill in applying this knowledge to planning and developing quality systems, databases, evaluation systems. Skill in establishing and maintaining effective interpersonal relationships throughout the various departments and with using activities. Ability to conduct technical reviews, analyze findings and develop recommendations for corrections or improvements in the Signature Diagnostics program. Ability to prepare technical reports on defect prioritization, to identify specific problem areas and to recommend corrective action. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
