As an IT Program Manager with the Strategy Division, Office of the Chief Information Officer (OCIO), you will serve as a senior advisor to the NASA DCIO for Strategy. Serve as an OCIO senior advisor creating top-level strategies for significant IT products, services and operating models and act as an expert and internal advisor during the strategy design and implementation phases.
Duties
Serve as the OCIO Mission Operations Manager (MOM), analyzing risks and impacts of enterprise IT services and collaborating with Center and Agency offices to ensure timely resolution of IT-related issues that may impact the mission operations.
Facilitate cross-cutting initiatives to ensure everything is going according to plan.
Partner with top agency executives to capture business objectives and mission priorities, Communicate IT strategy, services, and products effectively to agency stakeholders.
Provide strategic leadership and advice for enterprise process improvement initiatives, including developing scorecards and IT modernization strategies.
Establish objectives, frameworks, and metrics for strategic planning. Assist with IT planning and presentations, develop IT capability metrics, and lead recurring performance reviews with the IT Strategy Leadership Team.
Develop high-level plans and help Center CIOs prioritize by coordinating the Enterprise IT technology roadmap. Monitor emerging tech trends and identify opportunities to enhance business and mission capabilities affecting IT strategy.
Continually improve OCIO support for mission operations by providing feedback and synchronizing IT and mission efforts. Assess IT readiness for mission operations, analyze results, and present findings logically to stakeholders.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Leading enterprise information technology strategic planning, implementation, and governance activities that support business and mission objectives;
Prioritizing and budgeting strategic initiatives and managing interdependencies between projects ensuring capacity and availability;
Developing communication plans that are effective with all levels of an organization that promote innovative ideas and risk acceptance that are required to lead change:

IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
