You will serve as a PROGRAM ANALYST in the NAVAL ORDNANCE TEST UNIT/ SUPPORT SERVICES & PLANNING DIVISION of NAV ORD TEST UNIT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.

Duties

You will serve as the Command's Program Planner interfacing with the Strategic Systems Program (SSP) headquarters’ Branches and Field Activities to coordinate and address long range planning and programmatic issues. You will manage and provides technical expertise in the corporate planning process and related business lines developing and maintaining high level integrated test schedules and documentation for US and UK test programs. You will provide clear and concise policy and guidance for the orderly and cost-effective development of shore infrastructure. You will perform special planning studies and other related duties, as assigned, to support the Commanding Officer (SPP00) the Executive Officer (SPP01), and Chief Engineer (SPP02) and the Support Services and Planning Division Head (SPP10). You will coordinate with multiple organizations for Integrated Test schedules for Strategic Weapon System Ashore (SWSA) and existing ground test facilities and the plan for long term support capability.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing short/long-range planning, cost analysis or multi-year fiscal strategies to allocate resources and mitigate risks for program enhancement and efficiency.
