THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS), Position Description Number T5869000 and is part of the CO USPFO, National Guard. This position is located in the United State Property and Fiscal Officer (USPFO), Agreements Branch.

Duties

The purpose of this position is to be responsible for administering and coordinating a complex Federal assistance agreement (grant, cooperative agreement), and support agreement portfolio which includes serving as a technical authority and resource with external recipients, Army National Guard (ARNG) units, Air National Guard (ANG) wings, in some states United States Space Force squadrons, and Joint Forces Headquarters staff offices. Provides authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and State), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperative Agreements), and through Continuing Resolution Authority (CRA) periods when applicable. Incumbent serves as the USPFO's principal authority and subject matter expert in all Cooperative Agreements, Grants, General Terms &Conditions (GT&C), FS Form 7600s, Memorandum of Understanding (MOUs), support agreements, and grant matters. Interprets, develops, and applies appropriate regulations, policies and procedures relating to a variety of grant mechanisms. Advises others including Federal staff, and non-Federal recipients to accomplish the program goals. Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of the DoD Component GT&C, and Military Construction Cooperative Agreements, support agreements, and cooperative agreements related to their technical programs (examples include ARNG and ANG Facilities Operations and Maintenance Programs, Security Guard Program, Military Academies, ChalleNGe and StarBase Youth Programs; Full-Time Dining Facility Operations, Aviation Training and Base Operations, Electronic Security Systems Operations and Maintenance, Sustainable Range Program and Telecommunications, Distance Learning, and the ARNG Professional Education Center (PEC) Operations; and ANG Combat Readiness Training Center (CRTC) Base Operating Support, Air Traffic Control Activities, Fire Protection, Natural and Cultural Resources Management, Family Readiness and Support Program; and Homeland Defense initiatives for the ARNG and ANG). Performs other duties as assigned.

Requirements

  • Must be a current T5 Federal Employee within the COARNG.
  • This position requires a Secret security clearance; the incumbent of this position must obtain and maintain a Secret Clearance.
  • Must maintain appropriate agency grants management certification. Fiscal Law, Master Cooperative Agreement Training certification every 3 years.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

Experience working with or knowledge of a wide range of business aspects of grant/cooperative agreement mechanisms including regulations, principles of cost planning, negotiation techniques, labor-rate analysis; pre-award, award, and post-award requirements; grant/cooperative agreement administration and termination; price/cost techniques; data analytics and forecasting problems. 2. Experience working with or in-depth knowledge of grant/cooperative agreement mechanisms and techniques including cost sharing arrangements, and special provisions of unique mandatory clauses required by law and federal regulations. 3. Ability to analyze and resolve complex problems in the absence of precedents. 4. Ability to design, implement, and evaluate new procedures. 5. Ability to work effectively with Federal programs (state NG and NGB) and recipient staff (nonprofits, local government entities and state government) in an overall team approach to obtain mutual goals; to resolve complex problems; and to serve as an authoritative source for interpreting and applying rules, regulations, and procedures. *THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
