This position is at the National Credit Union Administration (NCUA) in the Office of Examination and Insurance. This position serves as a Supervisory Financial Analyst (Capital Markets).
Duties
As the Director of the Capital Markets Division, you will:
Serve as a primary source of information and provide expert advice to E&I leadership and staff on capital markets and balance sheet management issues.
Advise office leadership and participate in the development of agency policy and procedures regarding complex balance-sheet risk management.
Direct research and analytical activities of professional staff engaged in the application of balance sheet risk management and finance.
Perform the full range of supervisory and managerial functions for the Capital Markets Division staff.
Plan, budget for, and direct the work of staff engaged in the work of the division.
Represent the Agency in a variety of internal and external forums on matters such as complex analytical, organizational, and policy-related matters.
Edit various publications by staff regarding financial risk and policy initiatives in capital markets developed for NCUA Board, staff and the public.
Review existing policies, manuals, guides, and regulations periodically to advise E&I Division of Policy staff of necessary updates.

Qualifications
Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
All applicants applying for the CU-15 level must have at least one full year of specialized experience equivalent to the CU/GS-14 level obtained in the private or public sector. Specialized experience for this position is defined as experience:
Managing, examining, or auditing a balance sheet comprised of complex financial products; and
Conducting analysis to identify emerging interest rate or balance sheet liquidity risks including preparation of review of summary reports; and
Developing guidance to enhance interest rate and liquidity risk mitigation; and
Developing training to enhance interest rate and liquidity risk mitigation.
