Selectee will be required to sign an Intergovernmental Personnel Act Agreement. The position of Advanced Practice Nurse (APN) (Nurse Midwife) is located at the Wind River Service Unit, Fort Washakie, WY in the Billings Area Indian Health Service. The position reports to the Supervisory Physician or designee.

Duties

Provide independent, preventative, therapeutic and comprehensive obstetric and gynecologic care. Collaborates with Obstetricians and Gynecologists when caring for women's health care. Perform accurate history and physical examination on obstetric, gynecologic and neonatal patients. Manage labor to include initial evaluation/hospital admission, ongoing assessment of maternal and fetal status, labor progress, need for intervention process and patient/family education and support. Provide postpartum care using a family centered approach. Evaluate and manage the normal postpartum period to include determining hospital disposition, provide discharge counseling and conduct clinic follow-up.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. BASIC REQUIREMENT(S): Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position. Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Basic Requirements for the GS-12 (or equivalent) Grade Level: In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level. Professional Nursing experience examples include: Perform complete history and physical examination; prescribe medicines appropriately, when indicated utilize internal and external fetal monitoring, intrauterine pressure catheters, perform ultrasonography, assist during cesarean sections, interpret and document lab and testing results. Independently manage normal spontaneous labor and vaginal delivery, supporting laboring woman, provide intravenous analgesia as indicated or consults with anesthesia. Perform episiotomy as needed and repair as needed. Collaborate in the care of newborns as needed including resuscitation of infants according to guidelines for neonatal advanced life-support. Recognize and promptly respond to obstetric complications and emergency, provide initial urgent management. Appropriately consult, collaborate or refer to a physician during emergencies regarding care of high risk patients and in any situation beyond midwifery scope of practice. Teach and inform patients and family members to promote knowledge able participating in their own care. Participle in quality assurance activities. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
