This position is organizationally aligned to the Environmental Management Service at the VA llliana Health Care System (VAIHCS), Danville, IL. The primary purpose of this position is to serve as a full Deputy/Assistant Hospital Housekeeping Officer (Assistant Chief, Environmental Management Service) to the Chief, Environmental Management Service (Chief, EMS).

Duties include, but are not limited to, the following.
The Assistant Hospital Housekeeping Officer shares full staff responsibility in the planning, coordinating, and directing of short-and-long term operating activities of a complex Environmental Management Program. Develops policy and procedures consistent with Joint Commission standards, OSHA regulations and VA directives as well as federal and state regulations. Broad program management responsibility and autonomy is delegated, and the position establishes standards, quality controls and quality assurance for the periodic review and assessment of services provided. The position is designated by health care system policy as the: Sanitation Officer, Linen Control Officer, Uniform Control Officer, Recycling Coordinator, Moves Coordinator, and Patient Effects Department Manager.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
The Assistant Hospital Housekeeping Officer monitors and analyzes both production efficiency and organizational structure inter-service and interpersonal relationships with other key staff officials and coordinates the program with other internal activities.
The Assistant Hospital Housekeeping Officer serves as an adviser to provide the technical and management guidance necessary to achieve the optimum use of the support services resources.
The Assistant Hospital Housekeeping Officer is under the general supervision of the Hospital Housekeeping Officer, and as such is responsible for implementing designated EMS programs within Facility policies.
Work Schedule: Full Time, Monday-Friday; 7:00am-3:30pm

Qualifications
SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of a Program Analyst, GS-11. Specialized Experience in two or more of the following areas, or other work related to the position to be filled:
Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment.
Experience in laundry and linen management.
Experience in interior design management.
Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.
Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

SUBSTITUTION OF EDUCATION: Three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts Required.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combination of successfully completed higher level graduate education and specialized experience, as described above. Only graduate education beyond the first 2 years may be used to qualify. NOTE: Transcripts Required.

Physical Requirements: The work involves considerable administrative work. Frequent walking, standing, bending, twisting, and stooping are required. It also involves occasional travel driving to the CBOCs and off-site facilities to provide environmental inspections and assistance.
